The Environmental Compliance Manager is responsible for developing, implementing, and maintaining environmental compliance programs to ensure the facility meets all applicable federal, state, and local environmental regulations. This role leads environmental permitting, reporting, auditing, and regulatory inspections, and partners with Operations, Safety, and Engineering to reduce environmental risk and support sustainability goals. How You Will Make Contributions That Matter As Environmental Compliance Manager for our Tulare-Paige plant in California, you will oversee implementation of Saputo’s Environmental Compliance Management System at the facility to ensure we achieve our environmental objectives. This entails: Ensure compliance with environmental laws and regulations, including air quality, wastewater, stormwater, hazardous waste, and spill prevention requirements. Maintain and manage environmental permits (e.g., air permits, wastewater discharge permits, stormwater permits), including renewals, modifications, and compliance documentation. Prepare, review, and submit regulatory reports such as: Hazardous waste reporting (RCRA/DTSC manifests, inspections) Stormwater compliance SPCC plan compliance and spill response coordination Air emissions tracking and reporting Wastewater sampling, monitoring, and reporting Lead environmental audits and inspections (internal and regulatory), including corrective action plans and follow-up. Serve as the primary contact for regulatory agencies (EPA, state environmental agencies, local wastewater authorities). Develop and deliver training for employees on environmental compliance requirements and best practices. Investigate environmental incidents/spills, lead root cause analysis, and ensure timely reporting and corrective actions. Manage hazardous waste accumulation areas, waste profiles, vendor coordination, disposal contracts, and compliance inspections. Track performance metrics, maintain compliance dashboards, and provide regular updates to leadership. Support sustainability efforts including waste reduction, recycling programs, and environmental risk reduction strategies. Partner with Engineering and Operations on environmental impacts of changes, new equipment installations, and process improvement projects. Technical skills required include Data analysis, auditing, risk identification, report writing & data collection Contribute subject-matter expertise, data, and recommendations for environmental compliance budgeting and resource allocation.

Requirements

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Chemistry, or related field (or equivalent experience).
  • 5+ years of experience in environmental compliance within manufacturing, industrial, utilities, or construction environments with emphasis on compliance, reporting, permitting and impact assessment.
  • Strong working knowledge of environmental regulations such as: Clean Air Act (Greenhouse Gas, Cap & Trade & Title V) Clean Water Act / NPDES CEQA (California Environmental Quality Act) RCRA & DTSC hazardous waste management Hazardous Materials Business Plans SPCC (Spill Prevention Control & Counter Measures) APSA (Aboveground Petroleum Storage Act) requirements
  • Experience managing environmental permits and agency interactions.
  • Proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook, Teams); experience with compliance tracking systems a plus.
  • Strong attention to detail and documentation control
  • Excellent communication and ability to influence leaders and frontline teams
  • Audit-ready mindset; organized and process-driven
  • Strong problem-solving and root cause analysis skills
  • Ability to interpret regulations and translate them into operational practices
  • Comfort working in an industrial environment (floor presence required)

Nice To Haves

  • ISO 14001 environmental management systems experience
  • CHMM, CEA, or similar certification preferred
