As part of our Aecon Utilities sector, Telecommunications works with major providers across North America to assist with turnkey fiber installation, 5G network expansions and servicing legacy networks. Reporting to the General Manager, the Fiber Optic Splicing Manager is responsible for overseeing projects to ensure they are properly staffed, completed on schedule, performed safely, delivered within budget, and executed in full compliance with contract requirements and customer expectations. This role ensures all work meets established standards of quality and workmanship. In addition, the Fiber Optic Splicing Manager is accountable for building and maintaining a strong network of subcontractors, identifying new business opportunities, and actively pursuing potential clients to expand the company’s fiber splicing portfolio.

Requirements

  • Previous Fiber Optic splicing experience is required, with strong technical understanding of splicing methods, testing, and telecom construction environments.
  • Contract and subcontract management experience is required, including overseeing scope, performance, and commercial terms.
  • Experience managing Profit & Loss (P&L) for a business unit, service line, or project portfolio.
  • Strong contract and pricing negotiation skills, particularly within telecom construction or fiber splicing services.
  • Proven ability to identify and pursue new customers, with an understanding of unit/edit pricing for telecom construction and fiber splicing work.
  • Excellent communication skills with the ability to work effectively with clients, subcontractors, and internal teams.
  • Ability to work accurately under pressure in a fast‑paced, deadline‑driven environment.
  • Highly organized, energetic, and able to manage multiple competing priorities.
  • Demonstrated ability to work independently, exercise sound judgment, and take initiative with minimal direction.
  • Proficiency with Microsoft Office tools, and experience with systems such as SAP, Esri, or similar telecom‑industry software.
  • Valid driver’s license and ability to travel between national project sites as required.

Nice To Haves

  • Previous experience supervising or managing construction or fiber splicing crews is a strong asset.
  • Solid commercial knowledge, including understanding risks related to contract delays, scheduling requirements, bonding, and other telecom‑related commercial terms.

Responsibilities

  • Manage and maintain strong relationships with Fiber Optic Splicing subcontractors across multiple states.
  • Maintain an up‑to‑date understanding of subcontractor capabilities by state, including availability, certifications, and capacity to meet customer specifications.
  • Oversee fiber splicing contracts and ensure all deliverables, service levels, and technical requirements are met.
  • Supervise and support internal forepersons and splicers to ensure high‑quality fiber builds, testing, and restoration work.
  • Review project plans, fiber schematics, and splice diagrams to determine labor, materials, and equipment required for each job.
  • Develop and manage annual workforce and fleet forecasts by customer and state to support splicing operations and deployment schedules.
  • Collect and verify billing and invoicing from internal crews and subcontractors, ensuring accuracy against completed fiber work.
  • Liaise with telecom clients daily to address issues, provide updates, and ensure customer satisfaction.
  • Recommend safe, cost‑effective splicing and construction methods aligned with industry standards (e.g., OTDR testing, loss budgets, restoration best practices).
  • Support bid responses by developing operational pricing, scopes of work, and fiber splicing methodologies for RFQs and RFPs.
  • Evaluate new business opportunities and determine alignment with telecom network build, maintenance, and restoration goals.
  • Participate in proposal preparation and client follow‑ups; support or lead negotiations when required.
  • Provide technical input to estimating and proposal teams, including splicing approaches, testing requirements, and construction considerations.
  • Contribute to business cases for telecom infrastructure investments, partnerships, and expansion opportunities.
  • Engage in industry events, client meetings, and vendor relations to build relationships and identify future fiber project opportunities.
  • Adapt effectively to shifting priorities, multiple customer demands, and the fast‑paced nature of telecom network construction and maintenance.
