About The Position

The Manager, Harford Transit, manages, supervises and coordinates the daily activities of Harford County’s transportation system for the general public, seniors & people with disabilities. This position has responsibilities for Grant Requests/Management securing operating/capital funds, developing operating/capital budgets, assuring compliance, manage/maintain records for pertinent information for Federal, State & Local requirements. Additionally, candidate will be required to oversee multiple employees to supervise their work and performance; as well as collaborate with management for coordination of Harford County-owned vehicles; coordinates referring agencies and the public. Job Description: Salary Range: $57,708.00-$143,439.00 BUDGETED SALARY: $88,000.00-$93,000.00

Requirements

  • 3 years of experience in one, or more, of the following areas: public transportation, logistics, supply chain, coordination and movement of goods, or related field.
  • 3 years of experience leading or managing teams in logistics or public transportation operations.
  • Associate's Degree in Transportation, Public Administration, Business Administration or related field. Experience may be substituted for education on a year-for-year basis
  • A valid Class C non-commercial drivers license with no more than three (3) points (Required)
  • Good knowledge of public transportation systems
  • Strong knowledge of marketing, communications, contract negotiations, State and Federal regulatory compliance and budget preparation
  • Demonstrated ability to conduct and evaluate services and make recommendations for improvement
  • Ability to utilize computer programs to keep records, prepare reports, and submit information to regulatory agencies
  • Must be proficient in the Microsoft Office Suite
  • Excellent written and oral communication skills
  • Ability to work effectively with elected officials, older adults, professionals in the field, volunteers, and the public at large
  • Must have the ability to bend, stoop, kneel, sit or stand depending upon work assignments
  • Candidate must be able to maintain a good driving record and the ability to drive a County vehicle
  • Supervisory experience and/or ability required
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

Responsibilities

  • Monitors daily operations to ensure compliance with legal, financial and health & safety regulations, and internal standards, policies and procedures. Reviews and makes recommendations for changes or creation of policies or procedures as required.
  • Responsible for writing the transit Annual Transportation Plan grant to the MTA to secure our operating funds and requested capital. Monitor and assure compliance to meet the grant requirements. File and track all pertinent information to be compliant at our regular MTA.
  • Developed/monitor the Organization’s Operating & Capital budget, proposal and timelines.
  • Collaborate with County Procurement for Transit Procurements to assure State & Federal funding requirements are met to compliance.
  • Federal compliance increases annually, this position has responsibilities for the development and maintenance of compliance documentation which includes Transit Asset Management Plan (TAMP), Facilities and Equipment Maintenance Plan (FEMP), Safety Management System (SMS), Public Transit Agency Safety Plan (PTASP) and Preventive Maintenance Program (PMP).
  • Regular monitoring and updates to the Title VI, and ADA plans.
  • Attends community, county or state agency meetings; solicits and evaluates citizen input and other information and produces narrative and statistical reports.
  • Maintains program records for all grant funded activities.
  • Monitors fiscal activities including accounting for fares and assists in the development of capital and operating budgets and agency policies.
  • Participates in quarterly employee safety meetings; delegates or performs action items to resolve issues, enhances awareness of safety, new policies, procedures and maintains accurate records.
  • Supervises the Accounting & Dispatch Center Operations for employees to deliver quality service to the public; coordinates daily schedule transportation programs to include the Demand Response and Fixed-Route transit service.
  • Manages the training program for new employees and on-going training for existing employees in the areas of position responsibilities.
  • Identifies operational and administrative problems, gathers information, analyzes findings, and recommends corrective policies and procedures, and interprets and administers them as directed.
