About The Position

Performs routine managerial work administering the daily operations and activities of an agency program. Work involves establishing goals and objectives; developing guidelines, policies, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating program activities; developing and evaluating budget requests; monitoring budget expenditures; and planning, assigning, and supervising the work of others. Works under moderate supervision with limited latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Criminal Justice, Public Administration, or a related field preferred. Each year of experience as described below in excess of the required six years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Six years full-time, wage-earning criminal justice, correctional administration, or program administration experience.
  • Knowledge of the principles and practices of program administration and management.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill in administrative problem-solving techniques.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to review technical data and prepare technical reports.
  • Skill to oversee program activities.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill to supervise the work of others.
  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.
  • Equipment (machines, tools, devices) used in performing only the essential functions include computer and related equipment, calculator, copier, fax machine, telephone, dolly, and automobile.

Nice To Haves

  • Experience in the supervision of employees preferred.
  • Inmate classification experience preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Assists in developing and implementing effective techniques for evaluating agency programs
  • participates in program planning, development, implementation, analysis, and documentation
  • ensures compliance with laws, regulations, policies, and procedures
  • assists in developing policies, procedures, and manuals.
  • Conducts special investigations, program analyses, and research studies and recommends improvements
  • studies and analyzes operations and problems and prepares reports of findings and recommendations
  • recommends and coordinates activities to produce a more effective program
  • prepares justifications for procedural and policy changes
  • prepares administrative reports, studies, and specialized research projects.
  • Participates as a voting member of the State Classification Committee reviewing inmates and recommending status changes and assignments for special programs and services relating to special needs, pre-parole, sex offender treatment, pre-release, substance abuse, and vocational and academic classes.
  • Provides liaison with other departments, agencies, and the public
  • provides technical assistance in the program area
  • testifies at hearings and legislative meetings
  • responds to emergencies to include escapes, disturbances, and hostage situations.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
