Essential Job Functions: Oversee and execute maintenance projects within schedule and budget utilizing work windows allowed by operating considerations. Report delays and problems promptly, taking appropriate action to maintain effective coordination of activities. Develop plans to meet unexpected situations, emergencies, and unusual events. Assess factors and conditions affecting maintenance activities, responding appropriately when these change and keep all interested and involved parties informed of matters requiring their attention. Ensure compliance with all applicable policies and rules. Recommend safety procedures and standard practices to ensure maintenance activities proceed safely and efficiently. Performs inspections of tracks and related drainage structures, paving, utilities, bridges, underpasses, and other elements related to maintaining safe operating right of way. Submits verbal and written reports of inspection findings to the Director of Maintenance – Facilities and Rail. Recommends and executes maintenance schedules and supervisory procedures. Monitor the material condition and appearance of the right-of-way to include vegetation abatement along the tracks, Traction Power Stations, Signal Houses and crossings. Ensure all signage is in good repair. Ensure all material is ordered and a proper inventory is maintained for all track repairs, routine track maintenance and right-of-way signage. Monitors, identifies, and corrects imminent safety hazards for Hampton Roads Transit total rail system. Investigates, analyzes, and makes recommendations for correcting potential safety problems. Coordinates effective contracted efforts by explaining problems and directing contractors and Hampton Roads Transit personnel in such activities. Oversees, reviews, and accepts or rejects work performance by contractors. Communicates progress of all track work activities. Provide over-site for all contract work along right-of-way to include, yearly Geometry and ultrasonic inspections, vegetation control, installation of new track structures and establish pricing and scheduling information. Provide support for Ferry Boat minor repairs at the discretion of the Director. Trains Hampton Roads Transit employees in the safe and efficient performance of track maintenance and proper operation of required rail maintenance equipment. Provide training and guidance to LRT track maintainers. Assign the schedules and duties of employees by issuing oral and written instructions, ensures that an orderly scheduling interface with system requirements are maintained. Assign personnel to provide emergency service. Responsible for monitoring productivity of subordinate maintenance personnel. Assures adherence to original equipment manufacturers requirements and quality standards in all work performed. Develop and maintain effective and efficient assignment of responsibility and expected level of performance for assigned employees. Evaluate work performance of assigned personnel on a continuing basis to recommend for commendation or to identify the need for improvement or change. Ensure that daily, accurate records are maintained for each employees’ work hours, and a detailed account of the specific work functions each has accomplished. Enforce departmental policies and procedures, and monitor employee attendance. Develop, administer, and maintain records of instruction programs for safety, preventative maintenance, and shop equipment. Operate On Track Equipment and other maintenance equipment as required for training and maintenance activities. Manage records created and received in compliance with the Hampton Roads Transit Records Management Policies and Procedures. Other duties as assigned.

Requirements

  • Written and verbal communication and presentation skills.
  • Problem analysis and resolution skills.
  • A minimum of 5 years’ experience with direct supervision of multiple work crews performing various task associated with facilities and/or track and wayside repairs.
  • Ability to learn and/or perform maintenance repair, troubleshooting, rebuilds and overhaul of rail track equipment and materials.
  • Ability to analyze malfunctions in mechanical, pneumatic, hydraulic equipment and determines repair and performs track fabrication and assembly tasks.
  • Knowledge of basic math skills.
  • Ability to maintain accurate records to FRA, FTA, and HRT standards
  • Ability to learn and then develop and conduct track maintenance and inspection instruction programs.
  • Ability to establish and maintain good working relationships.
  • Ability to work effectively in a team environment.
  • Ability to manage multiple responsibilities/priorities simultaneously.
  • Must meet established Hampton Roads Transit goals and work standards.
  • Ability to learn and become certified as a track inspector and all maintenance safety practices as they pertain to rail transportation systems.
  • Knowledge of pneumatic, hydraulic systems, testing and inspections methods/tools for track maintenance.
  • Proficiency in using computer systems and the listed software applications associated with performance of assigned work is essential.
  • Basic problem-solving skills associated with software applications used is expected.
  • Software usage relevant to job duties will be evaluated.
  • Software applications: Email, Internet, Microsoft Word, Excel, PowerPoint, HRT’s Enterprise Asset Management (EAM) software for maintenance, and HRT’s Enterprise Resource Planning (ERP) software for finance.
  • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm.
  • Ensure all employees and contractors are properly trained and understand all rules, safety policies, and procedures to perform their work functions safely.
  • Promote safety awareness by attending safety committee meetings and adhering to all safety procedures and policies.
  • Actively conduct workplace hazard analyses for all employees to maintain a safe work environment.
  • Encourage employee safety reporting program and communication of hazards to the Safety Department.
  • Responsible for the timely mitigation of all unacceptable and undesirable safety risks.
  • Accountable for safety performance within their functional area and achieving the agency’s safety goals.
  • AA or AS degree in Transportation, Management, or other relevant field plus four years’ experience in the maintenance and repair of railroad track to FRA standards and AREMA recommendations. Meets the requirements of FRA part 213.7 Designation of qualified persons to supervise certain renewals and inspect track.
  • And/Or High School Diploma or GED plus four years’ experience in the maintenance and repair of railroad track systems. Meets the requirements of FRA part 213.7 Designation of qualified persons to supervise certain renewals and inspect track along with a strong facilities experience.
  • A combination of training, education, and experience that is equivalent to the criterion listed above and satisfies the knowledge, skills, and abilities requirements will also be considered.
  • Knowledge of hydraulic, pneumatic, and electrical systems and the repair and inspection of these systems.
  • Must have CDL Class B license and/or CDL permit and the ability to acquire within sixty (60) days of employment a valid Virginia CDL Class B license with air brake and passenger endorsements.
  • Ability to pass physical examination, Rail Operations Rule Book and DOT physical agility examinations and successfully complete Rail Track Equipment Training/Certification Program.
  • Must meet ongoing educational, training and DOT requirements and maintain On Track Equipment Certification.
  • Ability to pass DOT physical examination.
  • Ability to perform heavy manual labor, frequently lifting 50 pounds and occasionally up to 100 pounds with the assistance of applicable equipment or other employees.
  • Ability to meet color and peripheral vision requirements.
  • Must be able to work from heights with the assistance of proper safety equipment.
  • Ability to work in all outdoor weather conditions.
