About The Position

Under direction of the Assistant Director of Health and Human Services, the Manager – Nutrition Program - WIC oversees the planning, implementation, and evaluation of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). This position ensures program compliance with federal and state regulations, manages staff and resources, and provides leadership to deliver high-quality nutrition and health services to eligible participants within Public Health.

Requirements

  • Knowledge of foods and nutrition, dietetic practices, child development, family relations, community welfare resources, and supporting disciplines.
  • Knowledge of current counseling frameworks and effective referral practices in public health nutrition.
  • Knowledge of program management, budget oversight, and resource allocation.
  • Knowledge of applicable federal, state, and local WIC regulations and policies.
  • Knowledge of safe driving principles and practices.
  • Skills to operate modern office equipment, electronic records systems, and standard office software.
  • Skills to allocate resources and manage program inventory.
  • Skills to safely operate a motor vehicle for site visits and program outreach.
  • Ability to lead, plan, organize, and schedule the work of a public health nutrition program.
  • Ability to apply community health practices and nutrition information in clinical, home, and community settings.
  • Ability to select, supervise, train, and evaluate assigned staff.
  • Ability to prepare, implement, and monitor a budget.
  • Ability to exercise tact, good judgment, and initiative with staff, participants, vendors, and community partners.
  • Ability to establish and maintain cooperative working relationships internally and externally.

  • A valid Texas driver’s license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required.

Nice To Haves

  • Four (4) years of experience in food science and nutrition is preferred.
  • A Bachelor’s degree from an accredited college or university with major coursework in food science, nutrition (including a minimum of twelve (12) semester hours in nutrition) is preferred.
  • Additional course work in child development, family relations, and consumer studies is preferred.

Responsibilities

  • Plan, direct, and manage daily operations of the WIC program in accordance with USDA, state, and local policies.
  • Hire, supervise, train, and evaluate WIC staff, including nutritionists, dietitians, and support personnel.
  • Oversee client intake, assessments, evaluations, and nutrition counseling services; provide direct services as needed.
  • Ensure compliance with federal and state WIC regulations, policies, and reporting requirements.
  • Develop, implement, and monitor the WIC program budget; oversee purchasing and resource allocation to ensure fiscal accountability.
  • Oversee nutrition education, breastfeeding promotion, and participant certification processes.
  • Monitor program performance, quality assurance initiatives, and participant outcomes.
  • Collaborate with healthcare providers, community partners, and local agencies to enhance service delivery and outreach.
  • Develop and maintain local policies, procedures, and plans in compliance with federal and state regulations.
  • Conduct personnel performance evaluations, provide recommendations, and implement improvement plans.
  • Stay current with nutrition science, public health guidance, and WIC policy updates.
  • Operate a motor vehicle in compliance with safe driving practices and traffic regulations.
  • Perform other job-related duties and responsibilities as assigned.
