About The Position

Since its founding in 1985, Queen of Peace Center (QOPC) has been providing family-centered behavioral healthcare for women, children, and families. As a member of the Federation of Catholic Charities, we serve the metropolitan and surrounding St. Louis area through four core programs: prevention, education, treatment, and housing. POSITION SUMMARY The Manager of Community Outreach Programs leads a portfolio of programs that improve community health, behavioral health, and housing stability.  This role oversees key initiatives including EPICC, CBHL, CCP, Housing Liaison, Disease Management, and Integrated Health, ensuring services are coordinated, effective, and responsive to community needs. The Manager supports program teams, strengthens partnerships, and ensures programs operate with high quality, accountability, and compliance with organizational and regulatory standards.  This role plays a critical part in expanding access to care and helping individuals and families achieve healthier, more stable lives.

Requirements

  • Bachelor’s degree in Social Work, Psychology, Sociology, Public Health, Healthcare Administration, or related field.
  • 3 to 5 years of experience within community or healthcare programs, care coordination, or behavioral health services.
  • Knowledge of Joint Commission standards, risk management, and regulatory compliance.
  • Valid Class E driver’s license and ability to transport participants if required.
  • Strategic Planning & Program Improvement: Proven ability to assess program performance and implement improvement strategies that increase efficiency, streamline processes, and enhance service delivery.
  • Public Speaking & Community Engagement: Ability to deliver impactful presentations, facilitate community advocacy initiatives, and build strong relationships with key stakeholders to increase program visibility and participation.
  • Organizational Excellence & Compliance: Consistently manage multiple priorities and workflows while maintaining 100% compliance with organizational policies, regulatory standards, and reporting requirements.
  • Innovation & Problem Solving: Ability to design and launch data‑informed solutions that improved community health outcomes and increased program effectiveness.

Responsibilities

  • Lead and coordinate outreach programs including EPICC, CBHL, CCP, Housing Liaison, Disease Management, and Integrated Health.
  • Support and mentor program staff while fostering a culture of collaboration and accountability.
  • Ensure programs operate safely and meet regulatory and organizational standards.
  • Strengthen partnerships with healthcare providers and community organizations.
  • Monitor program performance and lead quality improvement initiatives.
  • Track outcomes, maintain accurate documentation, and provide reports to leadership and funders.
