About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our E&AM Civil Office is seeking a Manager, Reliability Engineering to provide leadership to the Civil Structures Asset Management Department. The successful candidate will be responsible for the reliability of civil structure assets, such as bridges, tunnels, culverts, retaining walls, etc. and the technical oversight of maintenance, rehabilitation and/or replacement of the assets.

Requirements

  • A university degree in Civil or Structural Engineering from a recognized university or a related discipline, or any combination of education, training and experience deemed equivalent.
  • Demonstrated experience in progressively more responsible roles managing Civil Structures inspection, maintenance, replacement and rehabilitation programs/projects, including leading a team.
  • A strong knowledge of technical guidelines including AREMA, OSIM, CHBDC, MTO publications, etc.
  • Asset management methodologies and infrastructure construction assessment practices to measure the effectiveness of different maintenance strategies to prevent structural degradation and deterioration of assets.
  • Problem solving and analytical skills to identify complex maintenance and project problems for the purpose of reviewing related information in order to develop recommendations and evaluate options and implement solutions.
  • Ability to participate field inspection/investigation when required.
  • Ability to obtain CROR (Canadian Operating Rules) Qualification.

Nice To Haves

  • Experienced with railway structure inspection, evaluation/rating and LCCA is an asset.
  • Valid Professional Engineering (P.Eng.) license recognized by the Professional Engineers of Ontario (PEO) is an asset.

Responsibilities

  • Utilizing technical/engineering expertise to review various technical reports including inspection reports, structure rating reports etc. and provide comments and recommendations.
  • Analyzing various reports to understand condition of assets to determine the nature and seriousness of problems/defects; recommending appropriate remedies/rehabilitation/replacement based on safety, service, cost, asset life cycle, and strategic plans for management review and approval.
  • Utilizing technical/engineering expertise to review contract engineering deliverables and provide comments in the reports, analysis, design, drawings of civil infrastructure rehabilitation and replacement projects.
  • Creating scope/requirements for engineering services and reviewing consultant studies together with design proposals and making implementation recommendations.
  • Contributes to the business unit Strategic Plan and Asset Management Plan by identifying, forecasting, prioritizing and planning future structure rehabilitation, maintenance, and/or replacement projects and activities.
  • Manages monitoring processes and systems; develops and implements maintenance and repair protocols for the management of incidents that can disrupt operations (e.g. structural distress indications, fractures, accidents, adverse weather conditions).
  • Contributes to the development and implementation of best practices (tasks, methods, tools, analysis, and tests etc.) for asset reliability assessment and reliability centered maintenance.
  • Lead the reliability team to coordinate and collaborate with maintenance delivery teams to develop maintenance strategies and manage work order system to enhance asset reliability.
  • Evaluate asset performance by examining and trending the results of various inspections and condition-monitoring activities, reviewing asset failures, analyzing availability/reliability information.
  • Lead the team to develop the reliability analysis, the Root Cause Analysis (RCA), and applying Failure Reporting, Analysis and Corrective Action System (FRACAS) methodologies in civil or structural assets.
  • Manages functional infrastructure using Asset Management philosophies for optimum life cycle planning of all structural assets.
  • Implements required elements of the Accessibility Plan in compliance with Accessibility for Ontarians with Disabilities Act (AODA) legislation.
