About The Position

The Customs Compliance Manager will have responsibility for all Import / Export customs and trade compliance programs with a focus on North America and serve as subject matter expert on all areas of trade compliance including but not limited to the application of Free Trade Agreements (e.g., USMCA), Section 232, Section 301, and IEEPA tariffs, along with Border Security Initiatives (e.g., CTPAT). She/He will oversee the day-to-day trade compliance activities, ensuring compliance with customs regulations and trade laws. Key responsibilities include managing import and export processes, optimizing the use of free trade agreements, coordinating with customs brokers, and ensuring adherence to global trade compliance standards. The role involves identifying and mitigating compliance risks, maintaining documentation accuracy, and collaborating with internal and external stakeholders to achieve regulatory compliance.

Requirements

  • Bachelor's degree in Business, Supply Chain Management, Logistics, or an Operations Management related field is preferred.
  • 7-10 years of related work experience in a diversified manufacturing environment with a focus in trade and compliance management.
  • U.S. & Canadian regulatory import, export and re-export trade compliance experience.
  • Complete understanding of CBP and CBSA Regulations, including knowledge of Customs Valuation and Classification under the Harmonized Tariff Schedule of the U.S. & Canada.
  • Understanding of country of origin and marking issues, record keeping requirements, and supply chain security regulations as they relate to imports.
  • Experience in developing and managing a formal Global Customs Compliance Program.
  • Must possess business acumen, attention to detail and continuous quality and performance improvement.
  • Knowledge of Free Trade Agreements, Special Trade Programs, HTSUS 9801/9802 and documentary requirements.
  • Expertise in Trade Compliance and Customs Brokerage, including knowledge of global trade regulations and procedures.
  • Experience managing Import and Export operations with a focus on customs declaration and shipment processes.
  • Strong analytical and problem-solving skills to address compliance challenges effectively.
  • Excellent communication and collaboration abilities with both internal teams and external stakeholders.
  • Detail-oriented with strong organizational skills to manage documentation and deadlines.

  • Ensure use of appropriate Personal Protective Equipment (PPE).
  • Assess employee safety performance as part of performance appraisal.

Responsibilities

  • Develop and manage the import / export compliance program and policies / procedures to ensure compliance with all applicable export and import laws, statutes, and regulations across all functions and global business units.
  • Oversight of all inbound and outbound goods (raw materials, finished goods, and capital equipment) with regards to compliance with U.S., Mexico, Canada and other foreign government programs.
  • Maximize duty savings opportunities via application of Free Trade Agreements (e.g., USMCA, KORUS), Special Trade Programs, and HTSUS 9801/9802, and the use of Duty Drawback where applicable.
  • Act as the Subject Matter Expert related to Section 232, Section 301, and IEEPA tariffs and provide impact to Magna Senior Management and cross functional teams
  • Support Magna cross functional teams and divisions with Duty Impact Analysis to assist with sourcing decisions and landed cost calculations
  • Provide reporting and analytical support for other Compliance Team initiatives via ACE Reports and/or Ad Hoc Reports from customs brokers
  • Provide operational support to divisions as part of their Customs Trade Partnership Against Terrorism (CTPAT) initiative.
  • Responsible to support implementation of automation and systems to streamline trade compliance processes and ensure timely adherence to international trade laws and documentation requirements.
  • Overall management and oversight of supplier solicitation, Free Trade Agreement qualification, HTS Classification, and Broker/Operations Management.
  • Maintain and monitor international imports / customs entries including, bills of lading, commercial invoices, airline freight documentation, and steamship handling procedures and documentation.
  • Provide decision support on day-to-day compliance matters.
  • Monitor and ensure adherence to U.S. and Canadian government programs and regulatory requirements.
  • Development, plan and implement internal programs / policies that will ensure good standing with U.S. Customs and Border Protection (CBP) and Canada Customs (CBSA) as a low risk importer/exporter.
  • Supporting of all global auditing of import and export/re-export transactions for the following as applicable: Adherence to procedures; proper documentation, classification, valuation, country of origin; assists; price reconciliation processes; licensing; Free Trade Agreement qualification; record keeping; marking and labelling; statistical reporting; etc.
  • Assist in set up of Temporary Import Bonds (TIB’s) and/or ATA Carnets so goods can cross border without the payment of duties.
  • Prepare and respond to U.S. Customs and Border Protection CF-28 Requests for Information/CF-29 Notices of Action.
  • Provide guidance on international shipping requirements, including use of proper Incoterms.
