About The Position

This posting intends to fill one (1) regular full-time position at either the Entry or Journey level.  If you would like to be considered for the Entry level please also apply to the Material Planner Coordinator Entry (2807) posting.  An eligibility list will be created for each level and may be used to fill future vacancies over the next two (2) years.PurposePerforms the day-to-day activities and operations of SMUD’s material planning and coordination functions to ensure the timely and adequate supply of qualified materials and services in support of SMUD operations, and in accordance with SMUD guidelines and all applicable laws and regulations.Nature and ScopeServes as a journey-level resource in a relevant professional discipline; works independently on projects of minor to moderate complexity; exercises independent judgment and discretion within established broad guidelines.

Requirements

  • High school diploma or equivalent.
  • At least three (3+) years of progressively responsible relevant work experience in a complex supply chain environment, including experience in procurement and contracts, construction and material planning and coordination.
  • Possession of a current valid California driver’s license.
  • Principles, practices and procedures related to contract administration; procedures and practices related to construction, inventory control and assessment, modern warehousing and work process design; principles, systems and concepts related to strategic sourcing, material planning and coordination; computerized material management systems and applications; federal, state and local laws, codes and regulations, governing procurement and contracting; procedures and practices for monitoring and managing projects; relevant automated systems; principles and practices of various analytical approaches; methods and techniques for report preparation and writing; interrelationships between SMUD’s operations and relevant external entities; methods and techniques for record keeping; modern office practices and procedures; English usage, spelling, grammar, and punctuation.
  • Perform a variety of material planning and coordination activities; analyze situations, documents and data for conformance to established policy and procedures; prepare contracts; explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; analyze situations, documents and data for conformance to established policy and procedures; apply applicable laws, codes and regulations; express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; reconcile significant and/or controversial differences to bring interested parties to consensus; utilize a personal computer and/or computer terminal, systems and software relevant to the job; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally.

Nice To Haves

  • Bachelor’s degree from an accredited college or university with major course work in business administration, supply chain management, logistics, or a related field OR seven plus (7+) years of supply chain vendor management experience
  • Experience supporting or working within an energy, utilities, construction, or public agency environment
  • Familiarity with enterprise resource planning (ERP) or computerized material management systems (e.g., SAP, Oracle) and related inventory or purchase order modules
  • Proficiency with Microsoft Office applications, particularly Excel, Word, and Outlook
  • Experience with data analysis tools or inventory management software
  • Experience with forecasting and planning
  • Experience with facilitating purchase orders, purchase order management
  • Spot buy experience

Responsibilities

  • Performs material planning and coordination activities by planning, placing and overseeing orders placed on behalf of user departments; reconciles inventory of materials and equipment; arranges for the disposition of materials and equipment; assists in the development of metrics; creates, updates and maintains material master records and related reports.
  • Develops procurement agreement activities by specifying needs, identifying relevant regulations, drafting agreements for review and approval, maintaining communication with those involved externally and internally, and administering change orders and payments.
  • Promotes the Equal Business Opportunity Program (EBOP) by identifying sources; assists in communicating regulations and EBOP requirements; encourages and facilitates participation by potential suppliers; obtains and evaluates bids; validates certifications.
  • Assists in administering and monitoring contractual compliance by preparing contract drafts; documents performance; monitors payments and reports monthly accruals; documents final inspections and acceptances; assists in preparing final notices of completion; releases retention.
  • Assists in planning, reviewing and conducting work activities and researching required project information associated with department internal/external projects in accordance with established task objectives and schedules as outlined in the project plan/contract.
  • Performs related duties as required.
