About The Position

BerryDunn is seeking a Senior Consultant to join our Medicaid Practice Group as a Medicaid Enterprise Systems (MES) Subject Matter Expert (SME) and Business Analyst (BA). This role will provide direct analytical and delivery support to the MPG Manager – MES, with an initial and primary focus on supporting the American Samoa Medicaid State Agency, and the flexibility to support other U.S. states and territories as client needs evolve. As part of BerryDunn’s consulting team serving state and territorial Medicaid agencies, you will apply your Medicaid systems knowledge, analytical expertise, and problem‑solving skills to help agencies modernize their Medicaid Enterprise Systems, strengthen program operations, and improve outcomes for beneficiaries. This role is well‑suited for a consultant who thrives in dynamic environments, enjoys translating complex policy and operational needs into actionable system and project deliverables, and values collaboration. This position may be remotely based or located in our Hawaii office and will report to senior leaders within the Medicaid Practice Group, working closely day‑to‑day with the MES Manager. Travel Expectations: This role may require up to 25% travel to support client engagements, including on-site meetings, planning sessions, and key project milestones across American Samoa and other assigned state or territorial clients.

Requirements

  • Bachelor’s degree required (a Bachelor’s degree may be substituted with an additional four (4) years of related experience).
  • Six (6) years of experience providing SME and/or Business Analyst support to a State or Territorial Medicaid agency.
  • Four (4) years of experience supporting Medicaid Enterprise Systems (MES) initiatives, including systems modernization, procurement, or implementation efforts.
  • Working knowledge of Medicaid Enterprise Systems, including Eligibility and Enrollment systems, MMIS, and related HHS solutions.
  • Experience reviewing and interpreting state or territorial acquisition policies, regulations, and directives, and applying them appropriately to procurement and project activities.
  • Strong analytical skills with the ability to synthesize complex information and present findings clearly to diverse audiences.
  • Demonstrated confidence facilitating meetings, documenting outcomes, and supporting stakeholder discussions.
  • Ability to manage multiple assignments and deliver high‑quality work in a fast‑paced, evolving environment.
  • Proven ability to build and sustain positive working relationships with clients, team members, and external partners.
  • Comfort working in ambiguous and changing environments, with flexibility to adjust as priorities shift.

Responsibilities

  • Support the MPG Manager – MES in advancing Medicaid Enterprise Systems modernization initiatives, with a primary emphasis on American Samoa and potential support to additional U.S. states and territories.
  • Serve as a Business Analyst and MES Subject Matter Expert, supporting requirements gathering, analysis, and documentation related to Medicaid systems and business processes.
  • Assist in the development of core MES deliverables and artifacts, including: Requirements and analysis documentation Current‑state and future‑state process maps Gap analyses and options analyses Road-maps, planning materials, and status reports
  • Support Eligibility and Enrollment (E&E) and other MES modules by analyzing operational work-flows, policy impacts, and system dependencies.
  • Assist with procurement‑related activities as needed, including: Development and review of Request for Proposal (RFP) documentation Coordination of stakeholder reviews and feedback Market and vendor research to support informed decision‑making
  • Conduct and present market research and options analyses, synthesizing vendor data, trends, risks, and considerations into clear, actionable insights.
  • Support stakeholder engagement efforts by helping frame project objectives, documenting requirements, and capturing outcomes aligned with client goals.
  • Assist with, and at times facilitate, procurement and project activities such as vendor conferences, Q&A processes, evaluation sessions, and post‑award discussions.
  • Provide analytical and ad‑hoc support during contract development and negotiation activities, under the guidance of the MES Manager.
  • Apply knowledge of federal Medicaid requirements, territorial and state policies, and operational considerations to assess the impact of proposed system or process changes.
  • Build and maintain strong working relationships with BerryDunn colleagues, client staff, and vendor partners to support collaboration and successful delivery.
  • Contribute to a team‑oriented consulting environment by being proactive, supporting colleagues and adapting to shifting priorities and client needs.
