About The Position

The CVN Hull, Mechanical & Electrical (HM&E) Test Manager administers the HM&E Test Program across all CVN contracts. This role is responsible for all aspects of the program, including cost, schedule, quality and safety. The Manager also serves as the technical leader of the department, and ensures that CVN HM&E test products meet all contractual requirements. This position requires significant project management experience and the ability to interface with multiple internal and external (government) stakeholders. The nature of this role requires familiarity with Test products and procedures, including the tools used for management and reporting. The test program is a critical evolution in the course of Ship’s delivery. Test schedules accommodate and are beholden to an array of upstream factors. This position requires an engaged, agile style of leadership, with a heavy emphasis on teamwork.

Requirements

Bachelor's Degree and 8 years of progressive technical experience in research, engineering and design
Master's Degree and 6 years of relevant experience
PhD and 4 years of relevant experience
Newport News Shipbuilding requires a Bachelor's Degree in engineering from an ABET accredited program.

Responsibilities

Build a high performing team with ready successors.
Hire, train and manage resources to accomplish CVN HM&E base and growth work across all contracts.
Develop and execute test management plans
Ensure consistency, continuity and proper integration of all CVN HM&E test products
Maintain short term and long term (5Y+) Labor Resource Plans based on approved budgets and internal performance projections.
Work with the associated Program Office to adjudicate variances.
Build strong relationships with all internal and external customers
