About The Position

The Office of Public Health Data Strategy and Modernization (OPHDSM) supports the availability and use of public health data to inform decision making and action as well as the governance of agency data assets to ensure consistent data management. The Management Analyst serves as a Senior Advisor for the OPHDSM and supports both the OPHDSM Director and the DSHS Chief Deputy Commissioner. In this role, the Senior Advisor is directly involved with addressing operational, administrative, policy, and legal aspects of the OPHDSM and provides input on strategic priorities. This position also evaluates program activities and tracks the completion of goals to identify areas of concern and ensure continuous process improvement and program development.

Requirements

  • Graduation from four-year college or university with major course work in human resources management, business, public administration, organizational development, or a related field or 5 years of relevant experience is required.
  • Two years of experience conducting strategic planning and evaluation of program activities (required).
  • Two years of experience in policy development and analysis (required).
  • Two years of experience in project management of high priority, complex projects (required).
  • Knowledge of public health principles
  • Knowledge of federal and state legislative and rulemaking processes
  • Knowledge of program and policy planning, development, implementation, and evaluation processes
  • Knowledge of strategic planning and evaluation of priorities in order to provide staff direction and decision making
  • Skill in facilitating effective meetings and communications

Nice To Haves

  • Master’s degree preferred.
  • Three years of experience working with legislative issues and analyzing, tracking, and monitoring legislative bills and mandates (preferred).

Responsibilities

  • Oversees and implements special projects as requested by the OPHDSM Director and the Chief Deputy Commissioner.
  • Coordinates strategic planning for the OPHDSM, including research, analysis, project management, decision-making, stakeholder engagement, and communications.
  • Serves as the OPHDSM Strategic Planning Committee member for the agency Strategic Plan and Operational Plan.
  • Assists in the coordination, delegation, and tracking of various administrative assignments and activities within the OPHDSM.
  • Maintains effective communication with program management and staff and communicates to staff on behalf of the OPHDSM Director and the Chief Deputy Commissioner.
  • Coordinates human resources activities for the OPHDSM and oversees the development of strategic staffing plans and strategies for recruitment and increasing retention rates for OPHDSM positions.
  • Compiles and analyzes data related to areas of responsibility and prepares reports for leadership on results, including gaps and areas for improvement.
  • Provides complex consultative services and assistance in the planning, development, and implementation of staffing plans and hiring practices.
  • Serves as a senior policy analyst for the OPHDSM in the analysis, development, and implementation of policies.
  • Serves as liaison to other areas of the agency and to stakeholders on policy issues and represents OPHDSM on workgroups.
  • Prepares and reviews reports, presentations, and communications for the OPHDSM Director and Chief Deputy Commissioner.
  • Performs complex management and oversight of legislative activities for the OPHDSM and serves as the OPHDSM coordinator for rulemaking for the Texas Administrative Code.
  • Coordinates with OPHDSM programs, other divisions, Government Affairs, and other agencies on legislative analysis, cost estimates, bill tracking, and other legislative inquiries and assignments as well as monitoring of mandates and ensuring their effective implementation.
  • Prepares briefing materials for the OPHDSM Director and Chief Deputy Commissioner on legislative mandates, exceptional items, and legislative initiatives.
  • Serves as the OPHDSM liaison on Sunset Commission activities and ensures timely and accurate responses on Sunset assignments.
  • Performs other duties as assigned. Other duties as assigned include but are not limited to active participation and/or support to meet the agency’s obligations for disaster response and/or recovery or continuity of operations activation. Such participation may require an alternate shift pattern, assignment, and/or location.
