About The Position

The Operations Analyst II initiates personnel actions and position change requests, ensuring personnel transactions are accurately prepared, fully documented, compliant with applicable laws and policies, and efficiently coordinated with the central HR office and FHP personnel statewide.

Requirements

  • Knowledge of human resources principles and practices, including position management, classification, recruitment, compensation, and personnel transactions.
  • Skill in reviewing and analyzing documents for accuracy, completeness, and regulatory compliance.
  • Skill in identifying deficiencies, inconsistencies, or missing documentation and recommending corrective action.
  • Skill in organizing, tracking, and managing multiple personnel actions simultaneously while meeting deadlines.
  • Skill in written and verbal communication, including explaining complex processes in clear, practical terms.
  • Ability to interpret and apply policies, statutes, and administrative rules to varied personnel scenarios.
  • Ability to determine appropriate action pathways and required documentation based on situational analysis.
  • Ability to exercise sound judgment and discretion in handling sensitive and confidential information.
  • Ability to coordinate across organizational units to facilitate timely and compliant personnel actions.
  • Ability to work independently while managing competing priorities in a deadline-driven environment.
  • Must have a high school diploma or equivalent.
  • The position you are applying for is subject to a Level 2 background check, along with Criminal Justice Information System (CJIS) clearance, to include a fingerprint-based check of the criminal records of the FBI, as a condition of employment pursuant to Chapter 110.1127, 435 and 943, Florida Statutes.  Please note that, since this position requires CJIS clearance, the Department will have access to all of an applicant’s criminal and juvenile delinquency records, even those that have been sealed or expunged.

  • Experience performing records management related work to include maintaining data in electronic databases such as Microsoft Excel, Microsoft Access, etc.
  • Experience researching and compiling data for reports.
  • Experience performing human resource related work, particularly work processing position changes and/or personnel actions.

Responsibilities

  • Evaluate position changes and personnel action requests to determine required forms, supporting documentation, and compliance considerations.
  • Prepare and submit position change and personnel action requests such as reclassifications, reorganizations, new hires, pay actions and other personnel transactions.
  • Conduct detailed reviews of submission to ensure accuracy, completeness, and adherence to applicable policies, regulations, and internal procedures.
  • Work closely with the central HR office to facilitate timely processing of personnel actions and resolve questions or discrepancies.
  • Communicate clearly and proactively with division leadership, staff, and key stakeholders regarding requirements, timelines, issues, and status updates.
  • Maintain organized records and tracking mechanisms to ensure accountability and audit readiness.
