About The Position

Washington County has been awarded an Organized Retail Theft (ORT) grant to strengthen efforts to investigate, prosecute, and prevent organized retail theft and shoplifting. This funding supports a limited-duration ORT Crime Analyst position on the Washington County ORT Taskforce. This grant may be renewed by the Oregon Criminal Justice Commission (CJC) each biennium. The ORT Crime Analyst will play a critical role in providing data-driven analysis, ensuring grant compliance, and facilitating stakeholder coordination. Working closely with the ORT Deputy District Attorney, ORT Detective, and other law enforcement, community, and business partners, the analyst will help identify patterns in retail theft, support joint operations, and enhance intelligence sharing to disrupt organized theft networks and fencing operations.

Requirements

  • Knowledge of data analysis principles, including identifying trends and patterns.
  • Understanding of data analysis principles and ability to interpret information for decision-making.
  • Familiarity with reporting and documentation standards for compliance purposes.
  • Basic knowledge of criminal justice or legal processes, or willingness to learn.
  • General understanding of stakeholder coordination and meeting facilitation.
  • Advanced organizational and detail-oriented skills to manage multiple priorities accurately.
  • Critical thinking and problem-solving skills for analyzing complex data and identifying actionable insights.
  • Strong written communication skills for preparing clear reports, summaries, and meeting notes.
  • Effective verbal communication and presentation skills for sharing findings with diverse audiences.
  • Technical proficiency with spreadsheets, databases, and data visualization tools; Microsoft Excel required; Tableau preferred.
  • Ability to learn and adapt quickly to specialized subject matter (organized retail theft).
  • Ability to maintain confidentiality and handle sensitive information responsibly.
  • Ability to multi-task and adapt to shifting priorities in a fast-paced, high-volume environment.
  • Ability to work independently and collaboratively with cross-functional teams, including law enforcement and community partners.
  • Ability to translate data into actionable recommendations for operational planning.
  • Ability to ensure accuracy and compliance in all work products.
  • Bachelor's Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND two (2) years of progressively responsible professional experience in administrative, operations, or similar analyses.
  • Associate Degree in public or business administration, statistics, accounting, or a related field that provides the required knowledge, skills, and abilities; AND four (4) years of progressively responsible professional experience in administrative, operations, or similar analyses.
  • High School Diploma/GED; AND six (6) years of progressively responsible work experience in administrative, operations, budgetary, and similar analyses, of which at least two (2) years of this experience is in the public sector for a medium or large governmental unit.

Responsibilities

  • Grant Management & Reporting Compile and submit CJC quarterly reports, including: Expenditure Reports: Documenting grant fund usage per calendar quarter. Progress Reports: Summarizing activities, outcomes, and metrics related to ORT efforts. Ad-hoc Reports: Providing additional updates or data as requested by the CJC.
  • Coordination & Meetings Organize and facilitate monthly ORT Coordination Meetings through scheduling, preparing agendas, and recording minutes. Attend Organized Retail Crime Association of Oregon – Westside Chapter meetings and present on ORT efforts, as appropriate. Coordinate and attend regional meetings to engage with malls, retailers, and law enforcement partners to plan joint missions and information sharing.
  • Data Mining & Intelligence Analysis Analyze ORT case files to identify patterns in targeted retailers, product categories, methods of operations, and geographic hotspots. Monitor inmate communications systems for intelligence related to ORT planning or fencing operations. Aggregate and analyze key performance indicators, such as retail theft trends in high-risk areas and prosecution rates for referred cases
  • Operational & Media Support Provide data driven intelligence and tactical support during mission planning and execution Conduct post-operation analysis on outcomes and lessons learned. Coordinate with Public Information Officers and community partners to on messaging to media outlets Develop public awareness materials highlighting Washington County’s commitment to prosecuting retail theft.
