About The Position

We are recruiting for a PACE Center Director for the new PACE-Fulton Fresno location. Under the direct supervision of the Chief Administrative Officer, oversees and manages the daily clinical operations of the PACE program including operations of the day center, clinic, physical therapy, occupational therapy, recreation, home care and dietary services. This includes ensuring that appropriate personnel are trained and perform their functions within the organization. Duties include assuring that operational standards and budgetary criteria are met. As well as ensures operations are in compliance with all governing regulations. SUMMARY OF RESPONSIBILITIES: Works closely with the PACE Medical Director and other members of the management team to: Ensure PACE Center and patient service procedures & protocols in compliance with state and federal PACE center regulations. Oversees and participates in site review inspections, audits, and correction of deficiencies with PACE Medical Director, Director of Clinical Services, Quality improvement and Clinical Services Officer. Provide guidance and oversight of the PACE center operations. Coaches and mentors PACE center management personnel. Assesses PACE center operations to identify administrative and process issues. Works closely with the PACE Medical Director and Director of Clinical Services to identify clinical issues. Assists in preparation of and oversight of the PACE center budgets. Attends outside meetings and represents UHC at public and professional meetings and conferences as required. Will coordinate and participate in PACE outreach and PACE marketing program. Will participate in PACE center staff evaluations as necessary. Coordinates learning and development initiatives at the PACE center.

Requirements

  • Requires a B.S. Degree in Business Administration, Health Care Administration, or a related field. Masters degree preferred. Experience in lieu of B.S. degree may be applied for position.
  • Possession of a valid California driver's license.
  • Five to eight (5-8) years experience in health care management.
  • Knowledge of PACE program
  • Broad knowledge of health care problem of frail elderly.
  • Skilled in preparing and maintaining records and writing reports, and responding to correspondence.
  • Skilled in developing and maintaining department quality assurance.
  • Skilled in establishing and maintaining effective working relationships with participants, medical staff, staff members and family caregivers.
  • Ability to react calmly and effectively in emergency situations.

Responsibilities

  • Responsible for working with the PACE center management team, executive, and senior leadership teams on the development and implementation of organizational strategies, policies and practices.
  • Responsible for maintaining compliance with all state and federal program requirements, obtaining and maintain certification under Centers for Medicare and Medicaid Services (CMS) as well as any other state or federal law or rules.
  • Assesses PACE center operations to identify administrative issues and will work closely with clinical leadership to identify clinical issues and will recommend potential solutions aimed at improving patient and staff satisfaction.
  • Monitor PACE Center employee fulfillment of job description and compliance with PACE regulations.
  • Recommends staffing levels of PACE center staff to be employed, participates in their recruitment, interviewing, and selection, and recommends termination of employment when necessary.
  • Organize a structured schedule for new PACE employees to be introduced to all departments within PACE and to complete initial job competencies.
  • Participates, gives feedback, and provides verbal and written counseling as necessary when job duties, program regulations, and organization regulations are not followed.
  • Review and approved PACE Center employee annual performance reviews.
  • Approve PTO, payroll and mileage sheets for assigned staff.
  • Provide direct supervision to assigned staff.
  • Coordinate and facilitate center activities including care planning and implementation, preparation for interdisciplinary/daily meeting, family conferences and related follow up.
  • Responsible for management and supervision of all PACE Center disciplines to include RN’s, LVN’s, Dietary, Activities, and Home Health Aids.
  • Documents relevant information in the patient chart as needed.
  • Serves as liaison between individual program disciplines, other PACE departments and community service providers; as well as between administration and direct care staff.
  • Works with Chief Administrative Officer to manage the PACE Center’s budget.
  • Assist intake staff in coordination of activities related to the new participant enrollment process, including the assessment and care plan review meetings.
  • Assists in development and implementation of PACE operational policies, procedures, protocols and regulations for direct participant care and support services.
  • Monitors operations to ensure consistent compliance with established quality assurance standards.
  • Assists Executive Director with evaluation of PACE performance against national results and established service standards, and budget and other financial criteria.
  • Recommends changes in service delivery and staffing as required by the development and growth of the agency.
  • Maintains the stability and reputation of PACE by insuring that all activities and operations are performed in compliance with local, state, and federal contracts, regulations, laws, accreditation, protocol, licensing and certification requirements governing PACE operations.
  • Monitors PACE’s operational compliance with Occupational Safety and Health Administration (OSHA) regulations and agency policies and procedures.
  • Protects privacy and maintains confidentiality of all company procedures, results, and information about, employees, participant, clients or families.
  • Participates in continuing education classes and any required staff and training meetings.
  • Maintains professional affiliations and any required certifications.
  • Provides administrative on-call coverage.
  • Approve and follow up on requests/referrals such as completing authorizations forms for contracted providers, including transportation, specialists, SNF’s and other appointments.
  • Review grievances and assign appropriate discipline to follow up and resolve the grievance.
  • Review service request and facilitate discussion with the IDT on the appropriateness of the request and provide approval/denial.
  • Attend Participant Advisory Council meetings as scheduled.
  • Attend family meetings as scheduled.
  • Verify claims submitted for services approved by IDT based on medical necessity.
  • All services must be pre-approved with authorizations completed prior to service rendered.
  • Verify claims against authorization forms prior to approval.
  • Deny any unauthorized claims.
  • Assure that there is adequate documentation to support the claim.
  • Serve as a member or chairperson of required committees.
  • Develop and maintain a good rapport with all staff involved with the care plan to ensure that a team effort is achieved in developing a comprehensive plan of care.
  • Work cooperatively with all facility and staff.
  • Encourage effective relationships amongst staff geared to the building and maintenance of a cohesive team
  • Work with outreach personnel to coordinate and participate in outreach and marketing programs designed to strengthen community awareness of the organization.
  • Serves as a member of the Senior Leadership Team to serve as a liaison to the executive leadership team and PACE Center Site Management.
  • Oversees and participates in site review inspections and correction of deficiencies with Director of Clinical Services, Quality Improvement and Clinical Services Officer.
  • Work with PACE Center Supervisors to coordinate staff coverage to ensure that all PACE departments and service lines are adequately staff on a daily basis to meet the needs of the patients and participants.
  • Coordinates and participates in taskforces and committees as needed
