About The Position

This is a responsible exempt managerial position. Responsible to the Department of Early Childhood and Family Services Director for identification, mobilization and coordination of resources and the establishment of partnerships necessary to meet the requirements outlined in the Performance Standards; provide training and technical assistance to Head Start staff engaged in providing services to families and facilitating access to services provided by community partners; responsible for the accomplishment of the goals and objectives established by Enrichment Services Program, Inc. Head Start/Early Head Start Program for Parent Family and Community Engagement.

Requirements

  • Must possess a B.S. Degree in a field related to social, human, and family services or a B.S. Degree with three (3) years experience coordinating social services or family services and the establishment of cooperative and collaborative agreements.
  • Must have the skills necessary to successfully negotiate service agreements, establish parent and community engagement, and mobilize community and agency resources
  • Must possess good communication, problem solving, planning and facilitation skills
  • Must have the knowledge and skills necessary to identify, plan, and conduct/facilitate training and technical assistance required to support the service delivery staff in providing quality services to children and families participating in the Head Start Program.

Responsibilities

  • Supervise, evaluate and manage the functions of the job performance of the Parent Family and Community Engagement Specialists.
  • Make recommendations to the Director based on expert advice, observations and documentation of the specific service areas as outlined in the Performance Standards.
  • Establish, interpret and implement management policies.
  • Manage the Parent Family and Community Engagement area in collaboration with Center Managers and the Early Childhood Development Manager.
  • Establish agreements that support the provisions of services to children, families and the participation of Head Start in community planning leading to strong communication, collaboration, and cooperation aimed at improving community services to children and families.
  • Establish and maintain on-going collaborative relationships with community organizations to promote the access of children and families to community services that are responsive to their needs.
  • Coordinate training and technical assistance in the area of Family and Community Engagement.
  • Responsible for facilitating the development, implementation and maintenance of program quality initiatives in the area of family and community engagement.
  • Responsible for managing the monitoring and evaluating of family services; the effectiveness of community engagement; and the development and implementation of strategies that will result in the improvement of services and effectiveness of community engagement.
  • Responsible for the development of plans for family services and community engagement and facilitating the implementation of these plans.
  • Responsible for the preparation of regular internal and periodic external reports on the progress being made toward meeting the requirements of the Performance Standards, goals and objectives established by Enrichment Services Program, Inc. and the submission of these reports as required to the Director.
  • Responsible for participating in the writing of proposals for funds to support family services and community engagement.
  • Responsible for providing support to service delivery teams as directed by the Head Start Director.
  • Responsible for coordinating, with the Center Managers, the establishment and maintenance of Parent Center Committees.
  • Responsible for collaborating with the Development Coordinator to complete the Community Assessment and annual updates.
  • Responsible for keeping abreast of changes and developments in the profession by attending professional meetings, reading and discussing topics and problems of mutual interest with other professionals.
  • Responsible for soliciting In-Kind donations.
  • Responsible for collaborating with the Early Childhood Development Manager to develop and support a functioning Health Services Advisory Committee and other Advisory Committees.
  • Responsible for developing, monitoring and ensuring the implementation of the ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance) System.
  • Performs other duties as assigned by the Director.
