About The Position

Provides ADP pay segments (AutoPay, RUN, Enterprise, GlobalView, and PI) and businesses (National Accounts, Major Accounts, SBS, GV, Corporate) mission critical statutory guidance and support for highly complex requirements for payroll, payroll tax and payroll tax reporting to keep their systems statutorily compliant and to satisfy complex statutory questions initiated by internal ADP businesses or clients. Monitors, assesses, interprets, analyzes and communicates legislative and statutory compliance requirements for US Federal, States, Territories (PR, Guam, VI, etc.), Locals and/or Canada Federal, Provinces, Territories. Research may include international payroll, human resources, benefits or other related assignments in support of ADP's global businesses. Recognizes and communicates industry trends and forecasts future impacts. Keeps business partners informed and ahead of statutory/legislative items that affect payroll, payroll tax and payroll tax reporting. Assesses statutory impact and makes recommendations for implementation. Is focal point and interfaces on a consultant level with various ADP departments on statutory related matters. Is a statutory subject matter expert. Provides guidance internally to Statutory Research Shared Services staff, ADP Government Affairs and Legal departments. Reviews high level impact analysis documents, assesses work effort and provides resourcing estimates. Authors and audits highly complex statutory change forms. Maintains key contacts with Federal, State, Local and international government agencies and country partners as assigned and uses negotiation skills to work with agencies in the timing and implementation of legislation/statutory rules and regulations. Works alongside ADP Government Affairs area. Performs research to resolve or clarify highly complex statutory issues. Responsible for training staff on statutory related matters. Leads statutory research activities/projects.

Requirements

  • Bachelor's Degree required with a concentration in Business, Tax, Accounting or related major.
  • Eight to twelve years of directly related experience in a technical working environment.
  • Experience with reading and interpreting complex federal and state legislation required.
  • Excellent verbal and formal written communication skills and grammar.

Nice To Haves

  • CPP is preferred.
  • In addition to US payroll subject matter expertise, experience with Canadian payroll processing and reporting rules preferred.

Responsibilities

  • Product Development - Is Subject Matter Expert in payroll, payroll tax and payroll tax reporting. Uses legislative, statutory and agency resources to seek out statutory information to ensure that businesses have what they need to maintain compliance. May include interpreting and tracking of pending legislation, jurisdictional website searches, tax publication and newspaper reviews, etc. to keep abreast of payroll, payroll tax and payroll tax reporting trends and issues that may potentially have statutory impact to ADP's products. Provides direction and guidance. Is primary author and/or auditor for highly complex statutory changes. May personally author highly complex statutory changes. Ensures that statutory items/requirements are communicated quickly and efficiently throughout the organization. Attends partner statutory reviews on implementation of statutory changes. Uses experience to consult on the systems analysis and design approach.
  • Product Support - Supports statutory related inquiries and reviews and resolves highly complex payroll, payroll tax and payroll tax reporting related inquiries. May coordinate and organize SOC1 control objective review with outside audit firm. May be CPA Program Project Manager responsible for working with several pay segments to schedule, coordinate logistics, contract CPAs countrywide, set up and attend daily review meetings, document and report of program findings. May hold partner meetings monthly to educate business partners on non-standard statutory items.
  • Year-End - Gathers, prepares and delivers a presentation on statutory topics at partner regional year end conferences. Attends and provides statutory support at partners daily regional conference call. Explains impact of WIP stat changes and provides status. Plans, schedules, coordinates year end timeframe. May take lead on ADP’s Fast Wage and Tax Facts federal and state compliance documents and/or annual federal and state tax payment and reporting calendars.
  • Government Affairs - Manages pending legislation process, ensuring team is up to date with the most current bills under consideration. Interfaces on a regular basis with ADP Government Affairs team and provides input, clarity and assesses potential impact on payroll, payroll tax and payroll tax reporting.
  • Special Assignments / Projects - May handle/lead special projects/programs. Some examples: Year-End Planning, Taxability studies, evaluation of processes and procedures, support of internal system or process needs. May be required to conduct statutory research, submit and present a white paper (presentation) on findings. May contribute concepts for other legal, client or regional communications as requested by ADP pay segments/businesses/marketing.
  • Government Relations - Acts as point person for creating and maintaining professional relationships with government contacts. May be required to attend government meetings.
  • Performs other related duties as assigned.
