The Payroll Specialist Senior position in the Central Payroll unit provides assistance to the County in ensuring that master data duties, supplier maintenance, and related functions are properly and timely processed. This position assists as a Payroll Team lead for the County deferred compensation plan and reconciles all payroll balance sheet accounts. Additionally, this role provides quality customer service to both internal and external customers.

Requirements

  • Bachelor’s degree; experience may substitute for a degree
  • Three (3) years of payroll experience or a combination of payroll and finance, GL accounting, or an equivalent
  • Ability to pass records/background check
  • Good understanding of confidentiality

Nice To Haves

  • Four (4) or more years of relevant experience
  • Experience with Workday or similar other payroll systems and/or HCM system
  • Experience processing payroll in a union environment and/or public service sector
  • Intermediate to advanced Excel skills or Google Doc
  • Experience processing payroll in the public service sector

Responsibilities

  • Create and Maintain Supplier and Customer Records : Lead as a subject matter expert
  • Create and update supplier records to include terming, updating & blocking suppliers and ACH Banking information
  • Maintain Multnomah County Marketplace database information
  • Provide continuous communication and customer support within departments
  • Avoid fraudulent suppliers
  • Interface and consult with the IRS and other governmental agencies as needed to maintain accurate records and generate timely and accurate end-of-year 1099’s or when issues are unique to the County
  • Makes recommendations for changing County best practices
  • Create new records
  • Deferred Compensation (duties may be required as back up to administrator) :
  • Advanced report generation and cross checking of vendor information against County payroll deductions using specific knowledge of 457(b) plans
  • Manual entry of all deferred comp additions, changes, and deletions
  • Continuous communication with deferred comp providers, County retirees, outside agencies, and current participants, providing guidance and advice to best suit participant needs
  • Provide support and assistance to the deferred comp committee, including meeting coordination, and written/oral presentations
  • Schedule and process deferred comp vacation payouts, generate deferred comp payment documents to the provider, report all new hires, classifications, and terminations to the County's deferred comp provider, monitor deductions based on age of employee and manually modify deductions as needed
  • Payroll Balance Sheet Account Reconciliations :
  • Lead as subject matter expert on performing monthly reconciliations using the Trial Balance for all Payroll Ledger Accounts
  • Analyze reconciliations for accuracy and follow up with departmental staff and/or Treasury to resolve issues.
  • Assist other co-workers, GL and Treasury as needed with resolving issues that affect reconciliations they are responsible for
  • Perform reconciliations to back up co-workers as needed
  • Annual reporting to GL and County auditors
  • Work is performed under general direction
  • Uses advanced departmental knowledge, skills, and experience to coach and onboard new staff, provide historical context to current procedures, and assist management in developing new or improved processes
  • Payroll Processing :
  • Provide backup to payroll and all payroll related issues
  • Assist with pay period audits as needed
