About The Position

The People & Culture (P&C) Generalist serves as a subject matter expert and primary point of contact for leave of absence administration, ADA/accommodation management, and employee and labor relations (ELR) support. This role partners closely with managers, employees, and P&C leadership to ensure consistent, compliant, and compassionate administration of leave programs and workplace accommodations while supporting a positive organizational culture. The P&C Generalist also provides critical reporting and data analysis to inform decision-making and compliance efforts. The job incumbent must understand, appreciate, and respect the differences within our Cascadia community. As such, it is expected that this position promotes integrated care, our vision of trauma-informed and person-first approaches and helps create a work environment of acceptance.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field; or equivalent combination of education and experience.
  • 3+ years of progressive HR generalist experience with significant focus on leave administration, ADA accommodations, and/or employee relations.
  • Direct, hands-on experience administering FMLA, OFLA, and Oregon Paid Leave
  • Deep working knowledge of: FMLA, OFLA, PLO, ADA/ADAAA, Title VII, and applicable Oregon employment law.
  • Demonstrated ability to manage sensitive, confidential matters with discretion and professionalism.
  • Strong written and verbal communication skills; ability to explain complex legal concepts in accessible language.
  • Proficiency with HRIS systems (Workday) and reporting tools (Excel, Power BI, or similar).
  • Exceptional organizational and case management skills; comfortable managing multiple concurrent matters with competing deadlines.
  • Analytical mindset with the ability to identify trends and translate data into actionable insights.
  • Demonstrated effective interpersonal and customer service skills.
  • Ability to demonstrate professionalism, reliability, and initiative in daily work activities
  • Knowledge of professional standards, ethical conduct, and accountability expectations in a healthcare environment.
  • Understanding of principles related to person‑centered care, safety, and well‑being.
  • Ability to work proactively and effectively in a team as well as independently.
  • Operate computer hardware and software at a level needed to effectively perform job functions.

Responsibilities

  • Administer all aspects of FMLA, OFLA, PLO, and company leave programs from intake through return-to-work, ensuring timely notices and accurate tracking.
  • Serve as the primary contact for employees and managers on leave eligibility, entitlements, and procedural requirements.
  • Maintain leave records and manage timelines in compliance with federal and state regulations, including concurrent leave designations where applicable.
  • Coordinate with payroll to ensure accurate pay continuation and benefit deductions during leave periods.
  • Stay current on changes to federal and state leave laws including FMLA, Oregon OFLA, and Paid Leave Oregon (PLO).
  • Facilitate the interactive process under the Americans with Disabilities Act (ADA) and applicable state laws for employees requesting accommodations.
  • Gather and evaluate medical documentation, consult with managers and legal counsel as needed, and identify effective reasonable accommodations.
  • Maintain confidential accommodation records and track active accommodation agreements.
  • Advise managers on accommodation implementation and monitor ongoing compliance.
  • Identify and escalate complex accommodation situations requiring additional review.
  • Provide frontline ELR support to managers and employees on workplace concerns, policy interpretation, conflict resolution, and performance management.
  • Assist in conducting workplace investigations, including documenting findings, maintaining evidence in HR Acuity, and drafting investigation summaries.
  • Support compliance with collective bargaining agreements (CBAs) where applicable, including grievance tracking and coordination with labor relations.
  • Partner with ELR leadership and business partners on progressive discipline, performance improvement plans (PIPs), and involuntary separations to ensure consistency and legal compliance.
  • Facilitate manager coaching on documentation practices, difficult conversations, and Cascadia policy application.
  • Identify trends in employee relations issues and recommend proactive interventions.
  • Develop, maintain, and distribute regular and ad hoc reports on leave utilization, accommodation activity, ER case metrics, and turnover trends.
  • Build and maintain HRIS data integrity standards, audit records for accuracy and completeness.
  • Create dashboards and data summaries to support P&C leadership in workforce planning and compliance monitoring.
  • Identify reporting gaps and implement process improvements to enhance data quality and timeliness.
  • Comply with and implement regulations, policies, and procedures under which the department and program operate.
  • Assist in crisis situations as appropriate, following emergency protocols and procedures.
  • Understand fire regulations and evacuation procedures; participate in regular safety drills in compliance with department policies and procedures.
  • Document and maintain records in a manner that ensures compliance with all agency policies and procedures and local, state, and federal regulations.
  • Adhere to mandatory abuse reporting laws, HIPAA and 42CFR regulations requirements.
  • Complete annual employee training requirements on a timely basis.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
