About The Position

Hitachi Rail is looking for an enthusiastic self-motivated Performance & Planning Supervisor who thrives in a fast-paced environment. The successful candidate is comfortable performing a wide range of tasks from administrative to strategic. The position is based in Pearl City, HI.

Requirements

  • 2–5+ years of experience in transit operations, performance analytics, rail operations or maintenance, or a similar operations/maintenance environment.
  • Proficient in Excel, Word, SharePoint, and Adobe Acrobat.
  • Be available, as needed, after hours to address urgent Work Block Permit requests.
  • Ability to interpret technical documentation, maintenance plans, and control center information systems.
  • High school diploma in technical area required

  • Bachelor’s degree preferred (Engineering, Transportation, Planning, Data Analytics, Business, or related fields) or equivalent technical background.

Responsibilities

  • Operational Planning & Scheduling
  • Oversee and ensure the successful execution of the weekly Operations Work Block Allocation Meeting, ensuring alignment between Operations, Maintenance, Engineering, contractors, subcontractors, and special events.
  • Provided leadership and quality assurance for the weekly General Order and associated planning documents.
  • Develop, maintain, and optimize daily activity matrices, integrating Maintenance work windows, closures, and service changes.
  • Coordinate corrective maintenance (CM) & preventive maintenance (PM) scheduling, track-access requests, and planning requirements with Maintenance Planners, Operation Control Center (OCC), Roadway Worker in Charge (RWIC) / Person in Charge (PIC), and Engineering stakeholders.
  • Performance Monitoring & Data Reporting
  • Record and monitor Operations KPIs — including service availability, on‑time performance, headway adherence, safety metrics, and preventative/corrective maintenance performance.
  • Summarize system trends, engineering failure data, and maintenance execution metrics for leadership.
  • Support cross-functional root causes and recommend corrective or efficiency-enhancing actions.
  • Develop dashboards, automate reporting workflows, and create visualizations for engineering failure trends, PM compliance, and Skyline system availability to support data‑driven decision‑making.
  • Act as a conduit between Operations and Engineering for data sharing, operational impacts, and reliability insights.
  • Produce daily System Service Availability (SSA) performance summaries and develop dashboards and automated reports using service availability tools.
  • Support the Engineering & Asset Manager by acting as a cross‑functional conduit for data sharing, performance insights, and operational impacts related to engineering issues.
  • Safety, Risk & Compliance
  • Conduct schedule‑risk assessments and support the development of mitigation strategies for planned and unplanned service disruptions or delays.
  • Oversee the development and updating of departmental work instructions to reflect safe work practices and operational requirements
  • Participate in lessons‑learned sessions and engineering fault discussions to contribute operational insights and assist with tracking corrective actions.
  • Maintain Red Tag and RWIC training and certifications.
  • Review and update Work Instructions related to performance, planning, scheduling, and other operational duties as needed.
  • Track and confirm completion of scheduled maintenance by comparing actual work duration against the approved Work Block Permit window and documenting any variance from planned timelines.
  • Record and monitor urgent and emergency Work Block Permit Requests to analyze failures and improve future maintenance scheduling.
  • Be qualified to correctly read and analyze third rail power schematics to determine correct switching orders.
  • Be qualified to review and approve Red Tag Switching Orders associated with Work Block Permit requests.
  • Cross‑Functional Stakeholder Coordination
  • Collaborate closely with internal leadership across OCC, Train & Station, Customer Service, Engineering, Maintenance, and Safety departments to align operational plans and service expectations.
  • Lead or participate in System Service Availability (SSA) meetings to confirm maintenance exclusions, event impacts, and service adjustments.
  • Ensures timely and effective communication of planning requirements, operational impacts, maintenance activities, and engineering constraints.
