About The Position

This is entry level administrative and technical work reviewing, routing, and tracking permits, code enforcement complaints, and licenses for residential rental units, while providing superior customer service. Positions allocated to this classification report to the designated supervisor and work under general supervision. Work in this class is distinguished from other classifications by its emphasis on entry level work as a member of the Permit Expeditor Team.

Requirements

  • Graduation from high school or possession of an acceptable equivalency diploma; and one (2) year data entry and customer service experience or training, or an equivalent combination of education, training and experience which provide the required knowledge, skills and abilities.

  • Notary Public within six months of employment.
  • Certified as an International Code Congress Permit Technician within one year of employment.
  • Knowledge of public records regulations.
  • Knowledge regarding best practices in customer service.
  • Ability to collect and process customer payments.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work closely with Permit Expeditor Teams.
  • Ability to work effectively with the general public.
  • Ability to maintain accuracy while working in a fast paced environment

Responsibilities

  • Provides a direct link between the citizens and the Department by understanding and communicating basic elements of the Florida Building Code, Residential Rental Housing Ordinance, City Code Ordinances, and the International Property Maintenance Code to both novices and experts.
  • Serves as a guide, liaison, empathetic emissary, expert, and doer assisting citizens through the permitting process.
  • Serves as a problem solver on behalf of citizens
  • Serves as a direct link between citizens, plans examiners, inspectors, planners, and code officers to anticipate and solve customer needs.
  • Pre-screens development plans for sufficiency prior to routing for review.
  • Assists applicants in development plan review by monitoring the status of applications and providing assistance.
  • Develops and tracks permit activity including preparation of reports and metrics.
  • Responds to citizen inquiries and provides information relating to building permits, general zoning, land development and rental unit permits; tracks inquiries and provides assistance regarding specific matters within area of expertise.
  • Responds to citizen complaints regarding code enforcement violations; triages complaints based on knowledge of regulations, reviews and routes to the appropriate code officer for follow up.
  • Processes payments for permits and reconciles cash batch daily.
  • Registers new contractors and updates contractor insurance records.
  • Collects and analyzes customer service data.
  • Facilitates issuance of permits for new development, re-development, new and expanding businesses, residential rental units, and responds to inquiries about the process of obtaining a permit.
  • Provides receipts and reconciliation of permit fees.
  • Answers customer phone calls, provides permit information or responds to citizen complaints about code violations.
  • Receives and enters inspection requests into computer and routes to appropriate Building Inspector or Code Officer.
  • Responsible for tracking and responding to email inquiries received for Building, Planning, Rental Housing, and Code Enforcement Divisions within the Department.
  • Tracks metrics for digital permit applications, licenses received, and code violation complaints; reviews, routes or facilitates the issuance of permits, licenses, or complaints daily using various digital platforms.
  • Documents and researches complaints reported by customers and/or inspectors to verify if permits were obtained to do work on properties.
  • Performs basic and routine financial calculations, such as amounts due, interest charges, balances and discounts.
  • Attends work on a continuous and regular basis.
  • Performs other related duties as assigned.
