About The Position

This position will be very beneficial to the agency since it will contribute to overseeing and ensure the data collection processes and highway data meet the requirements and standards of the Central Office Quality Assurance Review (QAR) and District Quality Evaluation (DQE) for Transportation Statistics. It will provide technical engineering assistance and coordinate with FDOT Central Office, other FDOT Offices, local government agencies, and consultants to perform Quality Control measures to ensure the Traffic Characteristic Inventory (RCI) and Roadway Characteristics Inventory (RCI) Data meet FDOT timeliness and accuracy standards.

Responsibilities

  • Collects, processes and analyses traffic and highway data required by the Department’s policies and procedures for Traffic Characteristics Inventory (TCI) / Roadway Characteristics Inventory (RCI) programs. Reviews and updates the TCI/RCI database systems, develops seasonal/axle factors, generates Straight Line Diagram (SLD), etc. Supports the production of high quality digital and hardcopy maps for projects and as requested. Provides technical engineering assistance with mapping in support of Geographic Information System (GIS) applications. Manages GIS mapping and supports office GIS efforts and coordinates with other District GIS initiatives.
  • Performs quality control measures to ensure that the TCI/RCI data meets Florida Department of Transportation (FDOT) official timelines and accuracy standards. Coordinates with FDOT Central Office, other FDOT Offices, local government agency data collection programs, and consultants regarding the data collection requirements and sharing of data while identifying opportunities to refine data collection processes. Responsible for meeting requirements of the Central Office Quality Assurance Reviews (QAR) and District Quality Evaluations (DQE) for Transportation Statistics.
  • Manages Districtwide Transportation Statistics contracts. Includes oversight of consultant staff, preparation of work scope of service, consultant selection, staff hour reviews and negotiations, planning and coordination of consultant activities, issuing of task work orders and invoice approval.
  • Develops, tracks, and maintains multimodal performance measure data (highway, transit, bicycle/pedestrian, and freight) and information for use by Department Management in prioritizing transportation needs into programs and projects. Also, reviews and assigns 18 KIP Equivalent Single Axle Load (ESALs) for the district.
  • Reviews reports, studies and plans generated by Planning and Environmental Management Office (PLEMO) and FDOT to provide input regarding data collection activities.
  • Supports in-house and inter-agency efforts pertaining to roadway transfers between the FDOT and other municipal agencies. Responds to related roadway jurisdiction responsibilities inquired by other FDOT offices, governmental agencies, and the general public.
  • Develops ideas for goals, objectives, and activities for process improvements regarding the Transportation Statistics Section and Traffic/Highway Collection Program through the Business Plan. Updates Business Plan activities and maintains project or activity schedules. Organizes and maintains databases catalogs and filing systems for technical reports and documents.
