About The Position

The Police Captain serves as a key member of the department’s leadership team and reports directly to the Chief of Police. This position requires exceptional project management, time management, and administrative expertise to effectively meet the demands and unique operational culture of the airport District. The Captain must possess strong strategic planning skills to assist in the development, implementation, and evaluation of departmental policies, objectives, and goals in alignment with the mission of both the department and the district. The Police Captain provides operational oversight and plays a critical role in recruiting, training, and retaining highly qualified officers to meet the specialized requirements of the airport environment. In collaboration with the Chief of Police, the Captain assists in the preparation and administration of the departmental budget, ensuring sound fiscal management and responsible stewardship of public resources. This position exercises supervisory authority over both sworn and civilian personnel under the direction of the Chief of Police.

Requirements

  • Associate’s degree in law enforcement, Criminal Justice, Business Administration, Public Administration, or related field, required; bachelor’s degree or above in any of the aforementioned disciplines, preferred.
  • Currently certified Class 1 Officer with at least eight (8) years of recent active police work.
  • A minimum of four (4) of those years in a supervisory or equivalent role.
  • State, and local laws, ability to train and supervise others.
  • Proficiency in the use of a personal computer is necessary, including but not limited to skills in Microsoft: Word, Excel, Windows, SharePoint, etc.
  • This position requires skills in prioritization, organization, verbal communications and interpersonal relations, and the ability to manage multiple projects simultaneously.
  • Operate a police vehicle on patrol, non-emergency response, emergency response, or pursuit for the apprehension of suspects while using radio equipment in a safe manner.
  • Have the ability to discharge a firearm without undue risk to airport employees, tenants, and the public.
  • Comply with department firearms standards, while attending and qualifying in all firearm training sessions at the set department proficiency standard.
  • Valid Driver’s License, required.
  • Must be certified by the South Carolina Law Enforcement Training Council before assuming the duties of the position.
  • Successfully complete the South Carolina Criminal Justice Academy Pre-testing, including psychological profile, and police officer selection test, polygraph exam, physical, drug/alcohol screening and field training program.
  • Must be able to complete and pass a background investigation, drug screening, and physical examination as per Federal, State, and GSP Airport District requirements.

Responsibilities

  • Effectively communicates with department, and District personnel, patrols airport as required to oversee law enforcement and security activities and supervises direct reports.
  • Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints; in coordination with Human Resources, manages and investigates complaints against employees; prepares reports and maintains administrative files; makes recommendations for disciplinary actions.
  • Oversees and is responsible for maintaining accreditation and audit process, which includes updating the GSP Police Department Procedures manual, maintaining files, etc.
  • Reviews reports submitted by police department employees and ensures the case is appropriately investigated to include statuses being updated.
  • Supervises routine office and booking activities, handles details of actions.
  • Follows up on Police Department staff tasks with supervision as required or needed.
  • Manages all aspects of the departmental training to include new officer orientation, mandatory training, advanced certification and airport specific training.
  • Responsible for the accurate dissemination of Uniform Crime Reporting.
  • Maintains a crime analysis charting of criminal activities.
  • Ensures all departmental administrative records are maintained.
  • Ensures proper inventory of equipment is maintained.
  • Maintains evidence and confiscated property inspection records.
  • Investigates criminal offenses on the airport, attends court or other judicial sessions related to criminal offenses as required.
  • Assists in patrols, traffic control, motor checks, and other police related duties.
  • Assists in the implementation of the Airport Security Plan and the Airport Emergency Plan requirements.
  • Interacts closely with the Transportation Security Administration (TSA) and other outside law enforcement agencies
  • Will be subject to recall after normal duty hours.
  • Mentors sworn Police Department staff.
  • Performs other duties as assigned.
