About The Position

• This is a highly responsible position requiring extensive knowledge of Florida’s child welfare system and programs. The incumbent must have the analytical skills to address complex systemic problems and to formulate recommendations for the effective solution of these problem. • Serve at the direction of the Statewide Policy Director to support statewide ongoing service operations, special projects, and implementation activities across the post-adoption continuum. • Exhibit advanced expertise in adoption and post-adoption practice and policy, coordinating the planning, development, and implementation of related statewide initiatives and serving as lead for CCWIS system enhancements related to post - adoption. • Maintain and update operating policies related to post-adoption services, ensuring alignment with federal and state laws, rules, and best practice standards • Evaluate long- and short-term goals to determine the effectiveness and identify any additional needs. • Provide technical assistance to Regions, CBC Lead Agencies, and case management organizations as needed or identified through quality assurance reviews to strengthen consistency and service quality regarding post -adoption • Conduct data analysis and prepare reports, including the annual Adoption Incentive Report and other performance reviews on post-adoption supports, dissolutions, and statewide service trends. • Support legislative and policy activities—such as bill analyses, legislative budget requests, and responses to media or legislative inquiries associated with post- adoption—and serve as coordinator and final evaluator for the State and Other Eligible Applicants Employee Benefits Program. • Collaborate with internal and external partners, including the Office of Child and Family Well-Being, Quality and Innovation, Substance Abuse and Mental Health, and Economic Self-Sufficiency, to promote efficient and effective child welfare service delivery in the area of post-adoption. • Other duties as assigned

Requirements

  • Knowledge of child protection programs along with related Florida Statutes, Administrative Code and Operating Procedures.
  • Knowledge of compiling, organizing, and analyzing data.
  • Ability to evaluate the quality of service to clients and evaluate programs.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish effective working relationships and work as a team member.
  • Develop and apply the policies, procedures, and programs governing the agency.
  • Read, understand, apply complicated and detailed regulations, and policy directives.
  • Apply the laws, rules, and regulations governing federal and state program intake and the administration of this program.
  • Establish and maintain cooperative working relationships with community stakeholders.
  • Prepare, clear, concise, and accurate records and reports.
  • Bachelor’s degree or higher in social work or related area of study from an accredited college or university required.
  • At minimum, 5 years’ experience working as either Adoption Specialist or Post Adoption Specialist.
  • Active full Child Welfare Certification through the Florida Certification Board.
  • Florida Safe Families Network (FSFN)
  • Microsoft Excel
