About The Position

Procurement Impact Manager Procurement Manager 3 Oregon Department of Administrative Services Salem, Oregon (Hybrid) The Department of Administrative Services (DAS) is the backbone of Oregon state government, delivering essential business services that help agencies serve Oregonians effectively. From technology and finance to procurement and human resources, DAS ensures agencies have the tools they need to serve Oregonians effectively. As our Procurement Impact Manager, you will lead Oregon’s procurement strategy by shaping policy, driving equity, and leveraging purchasing power to deliver value for all Oregonians. This is a high-visibility leadership role that combines strategic thinking, data-driven decision-making, and community engagement.

Requirements

  • Seven years of supervision, management, or progressively related experience; OR Four years of related experience and a bachelor’s degree in a related field.
  • Related experience must include: Experience developing or managing enterprise-level procurement policies and contract administration.

  • Strong analytical skills to interpret procurement data, inform decisions, and create dashboards or reports that promote transparency.
  • Excellent communication skills, able to convey complex policy and technical information clearly to executive leadership, agencies, vendors, and the public.

Responsibilities

  • Set statewide procurement policy and ensure competitive, transparent, and equitable contracting.
  • Champion equity in public contracting by implementing the Governor’s Executive Order and Disparity Study recommendations.
  • Lead vendor and contract oversight, negotiating favorable terms and supporting Oregon businesses.
  • Drive data excellence by managing the statewide procurement data unit to inform decisions and measure outcomes.
