The Office of the State Court Administrator's (OSCA) Business and Fiscal Services Division (BFSD) in Salem, Oregon, is hiring a Procurement Manager. In this role… You will oversee all procurement activities by ensuring procurement strategies used that are in compliance with policy and reduce risk to the OJD. You will advise management and/or the project team members of procurement development and contract related documents. Oversee all contract administration activities to ensure the contractors and OJD staff members activities and deliverables are produced. Working with the Office of General Counsel (OGC) to advise management on issues of contract interpretation and viability of requests. Oversee building administration, maintenance, and renovation activities for both OJD owned and leased properties in Salem to accommodate the evolving needs of the OSCA, appellate, and supreme court offices. Manage all asset and property management activities by ensuring receipting, tracking and dispositions comply with policy and reduce risk to OJD. Oversee risk management activities by ensuring all claims submitted comply with the Department of Administrative Services-Risk Management office by reporting and documenting loss recovery to OJD. You will lead and supervise the Central Procurement unit to ensure all activities are in compliance with applicable policies. Manage the daily operations of the unit’s staff, including, but not limited to, recruitment, hiring, training, assigning and prioritizing work assignments. Assigned tasks may be changed to accommodate workload and organizational needs.

Requirements

  • The qualified candidate must have a bachelor’s degree in Court Administration, Public Administration, Business Management, or a related field.
  • Five (5) years’ experience in public sector experience with at least three (3) of those years supervising.
  • OR Any combination of education and experience equivalent to nine (9) years of experience that typically supports the knowledge, skill, and abilities for the position.
  • Possession of a current driver’s license in good standing, and acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon is required.
  • Considerable knowledge of leadership techniques (i.e., team building, motivation, project planning and management, employee training, performance planning and operational management, discipline).
  • Considerable knowledge of public procurement practices and processes.
  • Considerable knowledge of governmental contracting laws, rules, and policies.
  • Considerable knowledge of property management and risk management practices and policies.
  • Skills in organizing team members, delegating tasks, relationship building.
  • Skills in negotiating purchases and contracts.
  • Skills in clear and concise oral and written communication.
  • Ability to research and interpret statutes, policies, and procedures and apply the results to the procurement process.
  • Ability to explain rules, policies and procedures to staff and external customers.
  • Ability to organize and manage multiple complex projects and activities and consistently meet timelines and due dates.

Nice To Haves

  • Public Procurement Certification (i.e., Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), etc.) is desired.

Benefits

  • We pay 95% to 99% of medical insurance premiums for full-time employees [OR up to 99% of medical insurance premiums for part-time employees], including mental health coverage.
  • The hourly equivalent for this position is $54.44 - $84.45. [OR the annual salary for this position is $113,234 - $175,656.]

  • OJD will pay you a 5% allowance for bilingual skills (includes ASL) if you can pass a skills test and are assigned to use those skills on the job!
