About The Position

Plan, organize, lead and monitor procurement operations. Organize and manage
procurement program. Manage delegation and revision of procurement authority.

How you will contribute:
Audit: Review audits from IA, APA, PRT and DGS and prepare responses.
Interpretation of Policies and Procedures: Ensure proper procurement procedures
and controls are in place and measure effectiveness of policies and procedures
in meeting business goals and customer needs. Performance goals and service
levels: Lead teams to meet established performance goals and provide excellent
customer service. Develop, implement and monitor performance results for
competitive bids, competitive negotiations, and sole source procurements.
Identify and implement improvement strategies to increase efficiency and
effectiveness in procurement operations. Procurement and Contracting Services:
Provide procurement and contracting services to VDOT's districts and divisions.
Develop and establish operating procedures, long range goals and objectives for
VDOT's procurement and contracting program. Advise and instruct Procurement
Managers and Contract Officers on procurement issues. Consult with the Office of
the Attorney General and collaborate to provide advice on dispute avoidance and
resolution.

customer satisfaction through continuous improvement. Skill in the use of
computers and software programs.

• Virginia Contracting Officer (VCO), or Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), Certified Purchasing Manager (CPM).

Nice To Haves

• A combination of training, experience, or education in Business Administration, Public Administration, or related field desired.
• Possession of Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB), or Certified Purchasing Manager (CPM).
• Possession of Virginia Contracting Officer (VCO) certification.
• Progressive experience as a buyer and manager in a large complex procurement office.
