The Procurement Professional position is full-time and paid based on experience within an established wage range of $41.22 to $50.62 per hour. The Procurement Professional reports to the CFO and works under leadership of the Purchasing Agent, while providing guidance to the Procurement Specialist as well as other departments within the Cooperative.

Requirements

  • A 4-year course of study leading to a bachelor's degree with a major in any field.
  • OR, At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • OR, One (1) year of specialized experience equivalent to Procurement Specialist 2 level in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: Knowledge of purchasing and contracting practices and procedures within the organization. Experience performing clerical or assistant duties in support of purchasing and procurement; procuring supplies and services to meet the purchase needs of an organization; working with engineering and operations staff to determine procurement needs and priorities; resolving a variety of shipment, payment, or other discrepancies in support of procurement programs and operations; purchasing various equipment, supplies, and services
  • Familiarity with the practices of business and industry sufficient to develop policies and provide guidance to those working in lower levels in the department.
  • Knowledge of a wide range of purchasing and contracting methods and procedures and contracts to identify opportunities for certain types of businesses (i.e., women-owned, small and disadvantaged businesses).
  • Analytical skill sufficient to lead development and implement of guides or procedures.
  • Review procurement requirements and instruments, knowledge of requirements or technical needs sufficient to enable the employee to aid in procurement planning and in describing technical requirements which include complex and diversified services and supplies.
  • Skilled in written communication and technical competence assembling and/or summarizing information from files and documents as required to create reports utilizing computerized inventory systems and Microsoft Office software programs such as MS Word and Excel; able to appropriately draft, edit, and revise bid documents and specifications for specialized manufactured equipment and construction and procedures.
  • Skilled in oral communications to present facts, analysis, and recommendations to senior leadership and others.

Responsibilities

  • Perform routine transactions converting purchase requests to purchase orders.
  • Negotiate fuel delivery contracts, lead fuel acquisition, and schedule deliveries to ensure fuel supply for generating sites.
  • Lead acquisition and scheduling of deliveries of goods, services, and construction including specialized items (constructed to specifications).
  • Request and obtain cost of special or complex shipping methods (i.e., barge, rail, charter aircraft) and recommend most expedient and/or cost-effective method.
  • Negotiate issues such as establishing deviations in product or delivery, modifying terms or waiving penalties for returned items.
  • Work with vendors to negotiate discounts such as volume and cash transaction discounts.
  • Lead mapping for source to target during data migration for procurement software system(s), perform or confirm testing of static data and transaction data from one core system to another.
  • Maintain full working knowledge of federal procurement requirements and procedures (2 CFR Part 200) for grant compliance, evaluate backup from others compliance, ensure backup is acceptable for audit standards, and integrate requirements into all required purchasing instrument documents.
  • Draft, edit, and review purchasing instruments including sealed bid documents and specifications of custom items; lead development and implementation of procedure manual for position at and below this level; draft, edit, review, and evaluate service contracts (i.e., janitorial, lawn).
