Raytheon Operations and Supply Chain (OSC) is seeking a strong, experienced candidate to join our energetic, and collaborative environment in support of the Advanced Technology (AT) procurement team. The selected individual will be responsible for leading procurement efforts in support of multiple programs within the Product Support business area. In this role, you will foster relationships with suppliers, administer complex subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, and strategic sourcing as well as facilitate complex business agreements in support of the various contracts. The procurement professional will operate as the focal point interface to handle communication between Raytheon Programs and suppliers.

Requirements

  • Typically requires a Bachelor’s and a minimum of 10 years prior relevant experience, or an Advance Degree and a minimum of 7 years’ experience
  • Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
  • U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
  • The ability to obtain and maintain a U.S. government issued security clearance is required

Nice To Haves

  • Demonstrated knowledge / compliance with Federal Acquisition Regulations (FAR/DFARS)
  • Extensive experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions)
  • Experience with supplier performance management
  • Project planning and management skills (ex: MS Project, EVMS)
  • Extensive experience working with major cost-type subcontracts for development programs in a fast-paced, dynamic environment
  • Experience with proposals from prospective suppliers and analyzing proposed factors including: cost/price, technical capability, and financial viability, and experience conducting due diligence to ensure supplier ability to perform within cost and schedule
  • Experience with written contractual authorizations/vehicles, including but not limited to, Firm Fixed Price (FFP), Time and Material (T&M), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Other Transactional Authority (OTA) and experience assessing proposal compliance (FAR 15.4)
  • Experience with import/export regulations (ITAR/EAR)
  • Experience with reading and understanding drawings, specifications and other engineering documents including complex Statements of Work
  • Experience with SAP and Microsoft Office Suite of Products
  • Bachelor's or Master's degree in supply chain, business, engineering, or related field

Responsibilities

  • Lead Supplier interaction and collaboration with internal cross-functional teams to manage a variety of procurements including but not limited to build-to-print, performance specifications, Supplier Statements of Work (SSOWs), with high complexity
  • Select qualified suppliers and seek alternate suppliers (when applicable)
  • Prepare, issue, evaluate, and manage Requests for Quotations/Proposals
  • Perform price and cost analyses and lead supplier negotiations of contractual terms including price, deliveries, payments, Terms & Conditions, and supplier exceptions
  • Place high value and highly complex subcontracts/purchase orders/letter of subcontracts and associated change orders and documentation in accordance with company directives, prime contract flow downs and company work instructions
  • Effective management, reporting and resolution of procurement metrics
  • Manage Suppliers to meet Program requirements with the desired quality and delivery
  • Issue and conflict resolution of medium/high complexity in accordance with all regulatory (FAR/DFAR) and corporate compliance requirements for various subcontract types (Cost Types, Firm Fixed price, Time & Material)
  • Prepare and execute various types of agreements, such as: PIAs / MDAs., Long Term Agreements, OTs, WFPP CRADA, Bailment, etc.
  • Nurture professional business relationships with first tier subcontractors
  • Provide comprehensive Supply Chain support for gate reviews
  • Some travel required; up to 25%
