ASRC Federal is seeking a Product Manager supports the Defense Healthcare Management Systems Modernization (DHMSM) Program Office's Data & Systems mission by leading the planning, development, testing, deployment, and sustainment of assigned MHS GENESIS products and capabilities. This role ensures that product solutions meet Department of Defense (DoD), Defense Health Agency (DHA), and DHMSM program requirements for functionality, interoperability, cybersecurity, and operational readiness in both garrison and deployed environments. The Product Manager serves as the primary liaison between stakeholders, end users, engineering teams, cybersecurity, test organizations, and vendors to ensure the delivery of high-quality solutions that meet mission needs on schedule and within budget.

  • Define, prioritize, and manage the product roadmap for assigned DHMSM Data & Systems capabilities in alignment with program objectives, requirements, and milestones.
  • Lead quarterly strategic planning sessions to incorporate broader organizational initiatives, stakeholder feedback, and backlog items into a prioritized roadmap for the next 1-4 quarters.
  • Serve as a subject matter expert for the application and delivery of products across MHS GENESIS and related systems, ensuring alignment with DHA, DHMS, and other federal agency initiatives.
  • Collaborate with stakeholders-including DHA Solution Owners, Community Leads, other DHMS programs, and federal agencies (e.g., VA)-to identify end-user pain points, operational gaps, and opportunities for improvement.
  • Translate identified needs into actionable projects, which may include new system acquisitions, system modifications, or development of supporting materials such as training documentation and process guides.
  • Coordinate cross-functional teams-including engineering, cybersecurity, test, and logistics-to ensure timely delivery of product features and releases.
  • Oversee integration and interoperability of assigned products with other MHS GENESIS modules, DHA enterprise systems, and external DoD/VA health IT solutions.
  • Provide direct oversight of activities within the Fixed Facility Government Approved Lab (FFGAL), including provisioning, supporting, maintaining, and decommissioning workstations, servers, and end-user devices in coordination with testers, project leadership, and other administrators.
  • Manage and track product-related activities in ServiceNow, ensuring timely resolution of tickets and alignment with DHA service management processes.
  • Participate in recurring program meetings (e.g., FFGAL IPTs, backlog reviews, cyber discussions, and operations/sustainment working groups) to provide updates, resolve blockers, and align priorities.
  • Monitor product performance using metrics, feedback, and test results; lead continuous improvement initiatives based on lessons learned and industry best practices.
  • Manage risks by identifying dependencies, blockers, and mitigation strategies across the product development cycle.
  • Coordinate with vendors for software/hardware delivery, integration, and resolution of issues in accordance with contract requirements.
  • Ensure compliance with DoD/DHA acquisition, engineering, and cybersecurity policies throughout the product lifecycle.
  • Provide regular status updates, demonstrations, and briefings to leadership, stakeholders, and governance bodies.
  • Bachelor's degree with minimum of 5 years of relevant work experience. Additional work experience in lieu of a degree.
  • Product lifecycle management in a DoD health IT environment.
  • Requirements elicitation, documentation, and prioritization.

  • Integration and interoperability planning across multiple systems.
  • Risk management and mitigation in complex program environments.
  • Compliance with DoD/DHA acquisition, engineering, and cybersecurity standards.
  • Metrics-driven product evaluation and continuous improvement.
  • Lab environment systems administration and coordination for testing activities.
  • CompTIA Security+ certification required.
  • ITIL Foundation, Certified Scrum Product Owner (CSPO), or PMP (Project Management Professional) recommended.
