Our PayPal, Venmo, and Xoom products also make it safer and simpler for friends and family to transfer funds to each other. We offer merchants an end-to-end payments solution that provides authorization and settlement capabilities, as well as instant access to funds and payouts. We also help merchants connect with their customers, process exchanges and returns, and manage risk. We enable consumers to engage in cross-border shopping and merchants to extend their global reach while reducing the complexity and friction involved in enabling cross-border trade. Job Summary: As a Consumer Risk Platform Product Manager at PayPal, you will develop and manage products and strategies that protect users from fraud while preserving a seamless experience. You will design proactive and reactive risk frameworks across the consumer transaction lifecycle, leveraging PayPal's transaction data and machine learning capabilities to identify threats and drive effective mitigation strategies. Working cross-functionally with engineering, data science, operations, and business stakeholders, you will define risk requirements, oversee the full product lifecycle, and track KPIs — including fraud rates, false positives, and customer impact — to continuously improve risk outcomes. You will drive platform strategy for observability, explainability, and end-to-end decision instrumentation, build resilient high-availability platforms, and scale actionable insights globally — keeping PayPal's ecosystem secure and trusted worldwide.

Requirements

  • 5+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Responsibilities

  • Inputs to product strategy with cross-functional stakeholders consistent with the shared vision for the product or enabling platform.
  • Implements the architectural roadmap that balances innovative design and technical implementation, while balancing regulatory requirements, time-to-market, meeting customer needs and product profitability.
  • Controls for the customer experience and customer needs in product requirements and as an input to decision making.
  • Monitors metrics that inform the success of products including usability studies, research and market analysis.
  • Manages one or more workstreams to include analytics, customer discovery, market research and competitive analysis to drive data-driven decision-making.
  • Monitors product profitability measures, including budget.
  • Participates in operational mechanisms that drive execution and accountability including Product Reviews, Operating Reviews, and Business Reviews.
  • Interfaces with product and technology leadership as needed.
  • Partners with content developers, data scientists, product designers and user experience researchers.
  • Design and implement proactive and reactive risk management frameworks to predict, identify, and mitigate potential threats across the consumer transaction lifecycle.
  • Work closely with engineering, data science, and Consumer teams to develop and refine risk requirements that align with business objectives and regulatory requirements.
  • Leverage PayPal’s extensive transaction data and advanced machine learning capabilities to analyze fraud patterns and develop effective mitigation strategies
  • Oversee the end-to-end product lifecycle, from ideation to deployment, ensuring timely delivery and continuous improvement of risk management solutions.
  • Establish and track key performance indicators (KPIs) related to fraud rates, false positives, and customer impact to assess the effectiveness of risk strategies.
  • Define and drive platform strategy for observability, explainability, and end-to-end decision instrumentation, ensuring transparency, measurability, and production visibility across complex systems.
  • Build resilient, high-availability platforms with strong system health monitoring, controlled degradation, and robust incident readiness frameworks (including red-teaming and failure scenario planning).
  • Partner cross-functionally to improve reliability, reduce manual workflows, and democratize actionable insights at global scale.
  • Foster trust and cultivate strong relationships across the organization to drive collaboration, alignment, and consensus on strategic initiatives.
