About The Position

Enterprise Solutions and Management (ESM) is a rapidly growing government contractor that provides strategic IT services that meet mission needs for Defense and Federal customers. We are hiring a Program Acquisition Manager for an exciting opportunity located on-site in Philadelphia, PA. Job Description and Responsibilities ESM is looking for a full-time Program Acquisition Manager who demonstrates the following capabilities and satisfies the Minimum Qualifications, Clearance, and Certification requirements. Employee responsibilities include: Lead Information Technology (IT) Acquisition process team to improve efficiency and effectiveness. Provide knowledge of the Department of Defense (DoD) and Defense Logistics Agency (DLA) IT Acquisition lifecycle process and management of milestones. Manage acquisition and meeting schedule milestones. Manage and track the collection, input, and processing of information and data received from customers and technical contacts. Identify discrepancies, risk, and available resources with government program manager. Collaborate on process improvement and completion with the government program manager to ensure efficiency, accuracy, and timeliness of information transmitted for review.

Requirements

  • Three (3) years of experience in program management for Acquisition Category (ACAT) programs and non-ACAT programs with demonstrable experience and KSA in the following:
  • IT Acquisition lifecycle process and acquisition milestones with explicit experience specifically with DoD directives 5000.1, 5000.02, and the DODI 5000.02 Guidebook.
  • Mnaging, reviewing, and analyzing a variety of source and acquisition documentation.
  • Managing all aspects of the Planning, Programming, Budgeting and Execution (PPBE) process, including oversight of the annual Presidential Budget Review (PBR) submissions and other congressional financial reporting requirements.
  • Supporting Program Budget Review (PBR) related documentation, providing Annual Operating Plan support, DITPR/DITMR information management, Program Budget Requirements Portal (PBRP), Archer EWSC data, and other OSW tools.
  • Developing certifications and business system modernization reporting requirements in support of the DoD Enterprise Transition Plan (ETP).
  • Supporting Investment Review Board (IRB) Certification to ensure validity and compliance.
  • Developing Office of Management and Budget (OMB) IT300 and IRB annual submissions documentation, including Business Process Reengineering and Business Case Analysis (BCA) artifacts.
  • Excellent team skills, must be thorough, must have excellent communications skills, written and verbal
  • Ability to work in a dynamic cross-organizational team environment
  • Strong dedication to provide quality customer service
  • Strong problem solving skills including the ability to quickly identify the cause of issues with the system or determine if other teams need to be included in resolving an issue
  • Ability to prioritize tasks and adhere to established deadlines
  • Take ownership of tasks and deliver without supervision while using their discretion to seek help necessary
  • BS in relevant discipline desired
  • Secret clearance
