Program Summary: Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This program focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s postwar reconstruction and long-term energy security. Position Summary: The Program Contracts Manager will support with prime contract and subcontract administration for a large, complex USG contract with performance in Ukraine, under which there is a significant procurement component and grants under contract component. The Program Contracts Manager will be responsible for ensuring compliance with various rules and regulations, internal policies, and the contract. This is a full-time fixed term position reporting to the Senior Contracts Manager. Occasional international travel to Ukraine may be required. Requirements

  • Bachelor’s degree in international development/studies, business administration or another related field.
  • 7 years of progressively complex and relevant full-cycle contracts and grants experience.
  • Detailed knowledge of U.S. federal contracting and procurement laws, regulations, policies, and procedures including but not limited to FAR, AIDAR and FTR.
  • Demonstrated excellent analytical, critical thinking and problem-solving skills.
  • Strong attention to detail.
  • Excellent communication and customer service skills.
  • Proven ability to handle multiple tasks in a fast-paced, deadline-oriented environment.
  • Excellent negotiating and budgeting skills.
  • Proficiency in the MS Suite: Word, Excel, PowerPoint, Teams.
  • Proficiency in both spoken and written English.

Nice To Haves

  • Fluency in a foreign language.

Responsibilities

  • Create, modify, and execute purchase orders, subcontracts, service agreements, and independent consulting agreements issued by the Home Office.
  • Review and approve procurement documentation, including RFQs/RFPs, evaluation memos, negotiation memos, and sole source justifications for procurements.
  • Support with OIG and other external and internal audit activities, including assisting the Senior Contracts Manager in completing the quarterly internal review of subcontract files.
  • Assist with Grants under Contract compliance reviews and related client communications and ensure grants are administered in compliance with donor regulations and the organization’s procedures.
  • Verify employee biographical data sheets and assist in rate-setting and benchmarking for program employees and consultants.
  • Coordinate with client, subcontractors, vendors, and program staff regarding salary approval requests, consent to subcontract, contractual revisions, and other contractual matters.
  • Set up new vendors and Purchase Orders in Tetra Tech’s system.
  • Perform other related duties as assigned.
