About The Position

As established by the mayor’s executive order, the Baltimore city mayor’s office of overdose response (BCMOOR) works across Baltimore city to address substance use disorder and overdose. BCMOOR oversees the city’s coordinated overdose response strategy to ensure best practices and quality of care for Baltimore city residents. This office is responsible for administering all opioid restitution funds obtained by Baltimore city, including overseeing programmatic monitoring and support for opioid restitution fund grantees.

Requirements

  • Bachelor’s degree preferred, or an equivalent combination of relevant education, training and experience in public administration, public health, social work, government affairs, or a related field will be considered for highly qualified applicants.
  • Experience with integrated service delivery and/or harm reduction programs.
  • Lived experience navigating the city’s substance use and behavioral health system.
  • Robust project management skills
  • Demonstrated experience managing multi-stakeholder initiatives and community partnerships.
  • Strong organizational skills, with the ability to coordinate across multiple agencies and programs.
  • Minimum of 5 years of experience working in Baltimore city’s behavioral health

Responsibilities

  • Coordinate, staff, strategize and attend regular internal and external stakeholder meetings and convenings.
  • Develop meeting agendas and prep materials
  • Record meeting minutes, distribute minutes, publish notes
  • Manage follow-up action items from all subcommittee meetings to ensure that the work of the various committees is integrated and building off each other and reported back to key stakeholders
  • Maintain roster of participants and email distribution list, facilitate community engagement and assist with member recruitment
  • Coordinate staff and actively participate in behavioral health collaborative2.
  • Monitor, track, and coordinate Monitor, track, coordinate implementation of all activities of paragraph 97 of the consent decree
  • Develop the semiannual reports on progress of the implementation of paragraph 97 as required by the consent decree
  • Assist with the implementation and process of the monitoring team’s assessment of the city’s implementation of paragraph 973.
  • Attend monthly consent decree hearings as a representative of the mayor’s office
  • Develop presentations for the court on the progress of paragraph 97 implementation for monthly and quarterly hearings
