Scope of Position: The Program Director provides overall leadership and oversight of program operations, ensuring the delivery of high-quality, trauma-informed services to adults with serious mental illness and/or substance use disorders. This role directly supervises clinical and support staff, manages daily operations, and ensures compliance with agency, regulatory, and audit requirements. The Program Director oversees service delivery from admission through discharge, supports crisis intervention efforts including 24-hour on-call coverage, and promotes a culture of accountability and professional development. The position collaborates closely with campus partners, external providers, and community stakeholders to support housing stability, client independence, and long-term recovery outcomes.

Requirements

  • Master’s degree in a related field required.
  • Supervisory experience in a housing program is required.
  • Experience working with incarcerated, formerly incarcerated, and justice-impacted individuals required.
  • Supervision hours are provided for clinical licensure.
  • Experience working in mental health, crisis intervention, and managing trauma-triggered behavior.
  • Excellent time management skills; stress-resistant, flexible, team-oriented, open to feedback, and creative.
  • Strong organizational and interpersonal communication skills.
  • Experience supervising clinical and operational staff.
  • Willingness to perform CPR, First Aid, AED, Crisis Intervention, and administer Naloxone.

  • Preferred knowledge of AWARDS.
  • Spanish-speaking ability is a plus.

Responsibilities

  • Directly supervise all program staff and supervise delivery of services to clients, including admission to the program, ongoing operations, and discharge from the program.
  • Available on call for 24-hour crisis intervention and program coverage; attend all meetings and supervision; able and willing to work nights and/or weekends, as needed.
  • Manage personnel activities, including hiring, shift scheduling, developing policies and procedures, staff meetings, case conferences, staff training, performance evaluations, disciplinary actions, and labor/management issues.
  • Perform all required administrative duties, including data entry, monitoring performance measures, petty cash management, and reporting.
  • Provide case management, including benefits assistance, help completing housing applications, providing links to primary and behavioral health care in the community, and housing referrals to formerly homeless adults diagnosed with serious mental illness and/or substance abuse disorders; services are primarily provided in the client’s apartment and in community settings.
  • Serve as a critical member of the treatment team, working with other providers in diagnosing struggles, formulating and carrying out interventions, and evaluating clients to support them in increasing their independence.
  • Oversee medication monitoring procedures in accordance with OMH and agency regulations.
  • Assist in identifying strengths, needs, abilities, and goals, and create related Service Plans in the electronic client records system.
  • Motivate clients to develop skills needed to maintain housing and compliance with legal obligations; assist and encourage individuals to develop natural supports and include these.
  • Ensure timely completion of, and oversight of, required documentation for every client contact as per agency policy; ensure documentation meets regulatory guidelines for level of care; prepare documentation, including psychosocial assessments (and psychiatric evaluations, if licensed), for 2010E housing applications.
  • Co-facilitate groups, if requested, in areas including but not limited to wellness, substance use, harm reduction, symptom management, and medication education.
  • Deliver direct care services and act as an internal consultant in onsite and offsite emergencies by providing counseling, crisis intervention, and psychosocial assessments.
  • Conduct ongoing assessment of building maintenance requirements and apartment/building inspections on multiple floors, utilizing stairs.
  • Serve as liaison with maintenance staff regarding repair needs; ensure overall management of facility, including repairs and purchasing; serve as liaison with Property Management.
  • Serve as liaison with the Office of Mental Health campus staff, including campus safety, facilities, and other providers.
  • Work with consumers/residents/tenants, families, and staff in a caring and respectful manner, with due understanding of and consideration for cultural differences.
  • Interface with external medical and mental health service providers, ACT teams, care coordinators and ICMs, OMH Forensic ICM, parole/probation officers, NYPD, FDNY, EMS, and the agency’s Critical Care Team.
  • Utilize public transportation to attend off-site trainings and meetings, and to accompany clients to appointments in the community.
  • Immediately report serious incidents, serious incident allegations, incidents, or sensitive situations to supervisors.
  • Perform any other duties as assigned.
