The Execution Program Manager is a key member of the Naval Air Advanced (NAA) leadership team and will support multiple contracts and proposals. The Execution Program Manager will work closely with the Senior Program Manager and the program team to help drive the delivery of capability to the warfighter. The candidate will need to enjoy fast-paced development and regular, direct contact with customers and internal leadership. Additionally, the candidate needs to be an organized self-starter, who demonstrates an ability to adjudicate priorities as a team leader. The selected candidate will be responsible for supporting program execution by leveraging Program Management Plans, processes, metrics, and tools; recommending and implementing best practices; and working directly with IPT leads, CAMs, and a multi-functional team to drive the day-to-day program execution and battle rhythm. The selected candidate will also assist in ensuring that program execution meets cost, schedule, and technical performance requirements. In addition to developing, implementing, and tracking key program metrics, the Execution Program Manager will ensure consistent, coordinated, and accurate reporting to the customer. Additionally, you will work with program leadership to develop and document program strategies and plans, then monitor those plans to ensure successful completion. The Execution Program Manager will coordinate work through various stages of program execution, including proposals, contract start-up, program execution, and contract closeout. This is an onsite position at our Tucson, AZ facility. Relocation assistance is NOT available currently.

Requirements

  • Typically requires a University Degree or equivalent experience and a minimum of 8 years prior relevant experience, or An Advanced Degree in a related field and a minimum of 5 years’ experience
  • Prior leadership/management
  • Prior experience with program execution or related program management.
  • Prior experience using one or more of the following program management tools: Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), Risk and Opportunity Management, or similar business processes.
  • Experience working and or leading cross-functional teams (i.e.: Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, or Logistics)
  • Prior experience with Data Management (CDRL support), and administrative functions.
  • Prior experience balancing technical, cost, and schedule constraints to meet program deadlines and expectations.

Nice To Haves

  • Raytheon Program Management certification, Level 6 or equivalent.
  • Department of Defense (DoD) industry or other relevant experience.
  • Experience developing and reviewing cost proposals and synthesizing Gate 4 and Gate 5 packages for management review and approval.
  • Product lifecycle management experience.
  • Raytheon Earned Value Certification.
  • Experience with supplier management and/or subcontract management.
  • Experience with Risk and Opportunity Management.

Responsibilities

  • Act as the delegate to the Program Manager; assist in meeting contractual commitments, including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Lead/assist with the daily program cadence (battle rhythm), such as risk and opportunity boards, schedule performance management, customer reviews, program management reviews, preparation for customer visits, execution reviews, staffing reviews, and decision reviews to achieve contract commitments.
  • Prepare, revise, and monitor required documentation and analysis in compliance with contract requirements, RTX Lifecycle Program Management (RLPM), corporate, and business policies and procedures.
  • Act as the Cost Account Manager (CAM) for the PMO and coordinate the broader functional team during EAC development, with the potential to oversee the entire EAC process.
  • Develop program-enhancing partnerships with internal functional organizations (typically organized into Integrated Product Teams (IPTs) and/or Cross Product Teams (CPTs)), including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.
  • Display strong communication, influence management, and presentation skills, and comfortably interact with both internal and external stakeholders at all levels of leadership.
  • Serve as the Cost Account Manager (CAM) for the PMO and coordinate the broader functional team during EAC development.
