About The Position

Leidos’ Defense Sector is seeking a Program Financial Controller to provide financial oversight and support for complex, large-scale programs. In this role, you will serve as a key member of the program or portfolio management team, responsible for maintaining financial health through effective budgeting, forecasting, cost analysis, and performance tracking. You will partner closely with program leadership and cross-functional stakeholders to ensure programs are executed efficiently, risks are identified early, and financial objectives are met. Requirements

  • Bachelor's degree in Finance, Accounting, Business, or a related field with 8+ years of prior relevant experience or Master's degree in Finance, Accounting, Business, or a related field with 6+ years of prior relevant experience.
  • Active Secret Clearance with the ability to obtain a TS/SCI.
  • Strong understanding of government contract types (e.g., Cost-Plus, FFP, T&M) and program finance principles.
  • Advanced proficiency with Microsoft Excel, including pivot tables, complex formulas, and financial modeling.

Nice To Haves

  • Experience with financial management or enterprise resource planning (ERP) systems such as Deltek Costpoint, SAP, Oracle, or similar platforms.
  • Working knowledge of performance measurement, cost tracking, and financial reporting principles.
  • Experience providing financial oversight for complex programs or projects, particularly those involving technology, software, or systems-based work.
  • Familiarity with contract structures, funding mechanisms, or procurement environments.
  • Professional financial or accounting certification (e.g., CDFM, CPA, CMA) or equivalent experience.

Responsibilities

  • Lead the development and maintenance of the program's time-phased budget, spend plans, and financial forecasts in alignment with the contract.
  • Perform comprehensive financial analysis, including variance analysis, burn-rate tracking, and risk/opportunity assessment, providing actionable insights and recommendations to the Program Manager.
  • Develop and manage the program's Estimates at Completion (EACs) and Estimates to Complete (ETCs) to ensure accurate financial reporting and resource planning.
  • Serve as the primary financial point of contact for the program, liaising between the PMO, corporate finance, and government customer counterparts to resolve funding and invoicing matters.
  • Prepare and present detailed financial reports, forecasts, and analysis to senior leadership and government stakeholders.
  • Ensure all financial activities and Contract Data Requirements Lists (CDRLs) are compliant with contract requirements, company policies, and DoD Financial Management Regulations (FMR).
  • Support the pricing of on-contract growth, new task orders, and contract modifications.
  • Provide guidance and mentorship to junior analysts or program team members on financial processes and best practices.
