About The Position

The Program Manager Assistant shall support the research associated with the Cooperative Agreement with the University of Cincinnati (UC). Support the day-to-day project management and administrative support for the Airman Systems Directorate, Airman Biosciences Division research portfolio as well as the University of Cincinnati Center for Sustainment of Trauma Readiness Skills (CSTARS) research efforts.

Requirements

  • Bachelor’s degree in a scientific or business field
  • Minimum one (1) year research-related project management experience.
  • Minimum three (3) years relevant research-related project management experience may be considered in lieu of a degree
  • Minimum one (1) year demonstrating fundamental federal fiscal restrictions/regulations management.

Nice To Haves

  • Minimum one (1) year experience managing and coordinating basic medical device, and clinical research Preferred.
  • Ability to understand the Air Force Medical Service and Defense Health Programs funding structure and the 711 HPW’s unique organizational structure Preferred.
  • Proficiency in all applications of Microsoft Office, including Word, Outlook, PowerPoint, Excel, and Access.
  • Experience tracking cost, schedule, and performance for medical research efforts.
  • Possess excellent organizational, management, and communication skills.
  • Ability to utilize Microsoft software programs to provide organizational support for producing all electronic products required for the project.

Responsibilities

  • Manage the research portfolio to include planning, tracking and reporting on projects.
  • Lead and conduct research effort kick-off meetings, coordinate no-cost extensions, and perform project close-outs.
  • Work with principal investigators and manage the preparation of abstracts, posters, and manuscripts for submission for distribution approval.
  • Manage the submission to Defense Technical Information Center (DTIC).
  • Liaison with UC principal investigators, UC Business Offices, AFRL/RHBAM staff, and AFRL/RHB Program Management team.
  • Create/review Statements of Work, Cost Proposals, Technical Proposals, and other items correlated to projects and portfolios.
  • Apply knowledge of office management, methods, and procedures in producing and maintaining documentation, correspondence, and records concerning project/program progress and status documentation, budget, finance, property, and accounting.
  • Coordinate and schedule appointments with academia, industry, and DoD partners.
  • Oversee ordering supplies and equipment needed for research projects and keep track of pending orders.
  • Assist in designing and completing reports and updates for government agencies quarterly and upon request.
  • Assist in preparing briefing charts for 711 HPW Semi-Annual Reviews and AF/SGR Program Management Reviews per specified format that captures each project's cost, schedule, and performance status, as well as assist in reviewing written submissions for publication and or professional presentations.
  • Gather, analyze, and appraise information required by program managers, draw conclusions, and work with the project/program managers to devise solutions to problems relating to improving acquisition effectiveness and compliance.
  • Establish, promote, and maintain a stable and effective working relationship within the branch, division, directorate, and the 711 HPW for coordination, support, and changes to the scope of the assigned work.
  • Input all project-related data and provide recommendations and solutions for improvement on the medical research program database, encompassing all the programmatic details, including cost, schedule, and performance.
  • Coordinate or complete military-related research activities. This includes submitting approved Institutional Animal Care and Use Committee (IACUC) protocols to the proper second-tier concurrence organization and coordinating with appropriate UC staff to determine the status of Institutional Review Board (IRB) protocol approvals and renewals.
