The Program Manager – Capital Equipment Sourcing supports the Capital Equipment Sourcing program for all UHS facilities representing $600 Million in annual spend. Identifies and executes all sourcing activities related to Capital Equipment category serving a total of 392 facilities, including: Acute Care, BH (Behavioral Health), IPMs (Independent Physician Management), Alt (Alternate) Sites and Surgery Centers. Identifies and leads opportunities to place vendors / equipment under contract or enhance current contract in conjunction with Corporate Purchasing and Healthcare Technology Management (HTM). Maintains responsibility for the capital equipment Request for Proposal (RFP) process and capital sourcing calendar. Reviews annual capital equipment budget, identifies opportunities and negotiates bulk buys, in conjunction with UHS’ Design and Construction Equipment Planners. Reviews capital equipment life cycle (with HTM) and equipment utilization. Approves funding for the capital equipment requisition process, CAR/PAC. Maintains the capital equipment item master for Allscripts and Attainia software systems. Co-Chairs the Capital Equipment Standardization Committee.

Requirements

  • Bachelor’s degree required.
  • 5 - 8 years of related experience is required.
  • Experience in all aspects of automated Supply Chain systems required.
  • Knowledge of Healthcare capital equipment required.
  • Knowledge of RFP process, specifications, and contract terms and conditions required.
  • Demonstrated contract and vendor management expertise required.
  • Strong leadership presence to evaluate business opportunities, major contracts, and relationships
  • Competency with Microsoft Word, Excel, databases and Supply Chain systems.
  • Effective interpersonal skills to interface with a broad range of peers, end users and senior management.
  • Excellent written and verbal communication skills.
  • Travel Requirements: 5% to 10% US or International travel, based on projects.

Responsibilities

  • Supports the Capital Equipment Sourcing Program. Identifies and facilitates sourcing opportunities pertaining to capital equipment and services with support from Corporate Purchasing and GPO support staff. Develops strategy; leads communications/negotiates with vendors; benchmarks proposed pricing; and executes contracts. Identifies opportunities to place vendors / equipment under contract or enhance existing contract for all capital equipment. Utilizes GPO contracts, annual budget and major construction project forecasts as guidance.
  • Identifies and negotiates bulk buys.
  • Monitors compliance with contract commitments. Develops tools to track and monitor compliance, develops key performance indicators (KPI). Helps to ensure consistent auditing and feedback for appropriate utilization control and expense reduction. Performs analysis of contract utilization and formulates and implements recommendations for adoption or improvement. Performs Category Management functions including convening quarterly business reviews with key suppliers and distributors. Reviews capital equipment utilization and life cycle management with HTM.
  • Monitors and assists facility Supply Chain and Clinical Leaders with corporate-wide conversions, including objectives and time frames for conversion, education tools, and supporting financial information. Performs cost analysis, tracks conversion timeline and savings progress. Develops and administers project management plan for initiatives.
  • Maintains capital equipment item master file for Allscripts and Attainia and maintains the capital equipment sourcing calendar.
  • Approves funding for capital / project requisitions in the CAR / PAC system.
  • Builds Capital procurement and professional knowledge through seminars, interfacing with capital equipment vendors, and internal training sessions.
