About The Position

Opto-Knowledge Systems, Inc. (OKSI) is a technology company focused on advanced EO/IR sensing systems integrated with AI and machine learning. Our work supports mission-critical applications across defense, aerospace, and commercial environments, delivering real-time insights and enabling autonomous decision-making. We are looking for a Program Manager IV to lead complex, high-value programs across hardware, software, and AI systems. This role owns full program lifecycle execution and serves as a key interface between customers, leadership, and cross-functional teams.

Requirements

  • Experience managing complex, multi-million-dollar programs in defense, aerospace, or government contracting
  • Strong knowledge of FAR/DFARS and contract types (CPFF, FFP, T&M)
  • Experience with financial management, cost control, and earned value management
  • Proven ability to lead cross-functional teams in a fast-paced environment
  • Strong communication and stakeholder management skills
  • Bachelor’s degree in Engineering, Project Management, or related field required
  • 7+ years of program management experience
  • You must have, or be eligible to obtain, a U.S. Department of Defense Secret security clearance. You will be subject to government security investigations and must be able to access classified information. The inability to obtain a security clearance will result in you being ineligible for the position.
  • The person hired will have access to information and items subject to U.S. export controls, and therefore, must either be a “U.S. person” as defined by 22 C.F.R.

Responsibilities

  • Lead full program lifecycle from proposal development through delivery and contract closeout
  • Define program scope, schedules, budgets, and deliverables aligned with customer and company objectives
  • Drive execution of complex, high-value programs while managing risks, trade-offs, and change control
  • Coordinate cross-functional teams including engineering, operations, quality, contracts, and field support
  • Serve as primary customer interface, including government stakeholders and commercial clients
  • Lead program reviews, executive briefings, and milestone approvals
  • Ensure compliance with ITAR, DFARS, CMMC, and contractual requirements
  • Manage program financials including forecasting, cost tracking, and earned value analysis
  • Support business development efforts including proposals, pricing strategy, and capture planning
  • Mentor junior program managers and contribute to process improvements
