About The Position

Bill Wilson Center provides services to children, youth, young adults, and families in Santa Cruz County and Santa Clara County. Additionally, we reach clients through our street outreach and crisis line programs. Bill Wilson Center programs focus on housing, mental health care, supportive services, and advocacy. The Program Manager will provide supervisory oversight and management of Bill Wilson Center’s TH-RRH, RRH, and Host Home programs for TAY youth and families who are homeless. Working closely with the Division Director, the Program Manager provides overall leadership and management of the programs day to day operations, including supervising program staff, developing and managing program budgets, creating, implementing, and maintaining policies and procedures, supporting grant and contract compliance efforts, and ensuring seamless integration of services with other agency programs.

Requirements

  • Bachelor’s Degree or equivalent combination of education and supervisory experience.
  • Two years of experience with housing programs, working with unhoused clients and/or understanding of fair market rates, Coordinated Entry System, HMIS knowledge highly desirable.
  • One or more years’ managerial experience preferred.
  • Experience working with culturally diverse population.
  • Must be efficient and organized.
  • Driving is a requirement of the job. Must have possession of current driver’s license, access to a vehicle and personal automobile insurance.
  • Current CPR and First Aid Certification required (or complete within 30 days of hire).
  • Fingerprinting/background check as required by the Department of Justice.
  • TB test required.
  • Ability to work with basic mathematical concepts as required for reporting.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software.
  • Internet research skills are a plus.

Responsibilities

  • Recruitment, retention and professional development of all staff members on the team.
  • Development of training plans for on-boarding and continued training of staff members.
  • Fulfillment of grant goals, metrics and outcomes.
  • Completion of monthly, quarterly, yearly and all other reports required by the grant and the agency.
  • Participation in BWC Management training opportunities and representation as part of the Leadership team, contributing ideas towards quality improvement in alignment with agency mission, vision and values.
  • Ensure that services and documentation by all team members are in alignment with agency standards and BWC values utilizing trauma informed care principles and strategies.
  • Leadership with external stakeholders, grantors in representing BWC efforts and successes towards meeting grant goals through monthly meetings and required reporting.
  • Facilitate and lead weekly staff meetings utilizing performance quality improvement procedures to address unmet or unrealized performance measures.
  • Provide resources and guidance to Lead CM, case managers and housing specialists as needed.
  • Provide guidance on tenant and landlord rights and responsibilities and advocate on client’s behalf.
  • Complete case note documentation and maintain files up to agency and grant standards.
  • Enter and monitor data into AWARDS and HMIS as required ensuring that the data matches in both databases.
  • Communicate with Coordinated Entry System match maker to process referrals from the community queue for applicable programs.
  • Follow agency protocols and procedures regarding accounting and financial requests.
  • Facilitate case review meetings with case managers and housing specialists.
  • Provide weekly supervision to Lead case manager, case managers and housing specialists to provide support and monitor client’s progress.
  • Review and approve timesheets.
  • Participate in agency program quality improvement activities and initiatives.
  • Oversee staff activities, including performance management such as; quarterly OKR’s (Objectives Key Results) and conduct semi-annual performance reviews.
  • Participate in agency safety initiatives and proactively report safety issues to management immediately.
  • Regular attendance is a requirement of the position.
