About The Position

The Division of Technology and Innovation within the Florida Department of Education is seeking a motivated individual to serve in a full-time position as a Program Specialist IV in the Bureau of PK-12 Education Information Services. PK-12 EIS facilitates K-12 school data collections and reporting and is responsible for providing guidance and direction to school district Management Information Services personnel on Staff Data file submissions. Data collections are primarily survey based with occasional supplemental file submission needs. Under the supervision of the PK-12 EIS Manager, the Program Specialist must perform well independently and as part of a team. The applicant must be able to develop work products from concept to completion to include assisting in technical writing and analysis. The ideal candidate should have excellent written and verbal communication skills.

Requirements

  • A minimum of three (3) years of data analysis and reporting experience.
  • Must have one (1) year of experience interpreting, administering and/or communicating policies and procedures.
  • Experience as described above can substitute on a year-for-year basis for the required college education.
  • Knowledge of the Windows environment, including extensive familiarity and expertise with Microsoft Office software. This includes Word, Excel and PowerPoint, plus familiarity with Outlook. Knowledge of data management software. Skills applied in the formatting of statistically based publications, including data review. Familiarity with data management software, including SQL query execution, used for accessing and verifying data.
  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance expectations sometimes under stressful conditions. The employee must interact courteously with others. The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit. Responsibilities

  • Provides assistance to school district staff in the interpretation of database reporting and editing procedures, element definitions, student populations to report and reporting timelines.
  • Facilitate, in collaboration with other staff, the bi-weekly Master School ID (MSID) School Approval Committee (SAC) meetings providing necessary MSID applications and documentation for SAC review prior to the meetings. Must also put together the recommendations from SAC and submit them to Division leadership for final review.
  • Update and implement, in collaboration with other staff, the annual Database Manuals Rollover process, ensuring the latest database updates and changes are in accordance with Department programs policies. This includes communicating the updates to the School Support Team (SST), the DQ2 (Data Quality) application support team, and school district personnel for implementation.
  • Responsible for or assists with developing and updating data elements, reporting formats, program specific technical assistance documents and editing specifications for use with the DOE Information database and, at times, other data collection instruments. Consults with Department of Education staff regarding program area data requirements and with Education Data Systems staff regarding technical requirements.
  • Manages requests, ranging from simple to complex data reviews, originating from various customer groups, including Department staff, school district personnel, legislative staff, and the media. Retrieves and synthesizes data in order to meet local, state, and national agency data requirements. When necessary, collaborates with Department program area staff and other users to develop specifications for necessary data files and reports and determines the most efficient manner to respond.
  • Provides data to and consults with Education Accountability Reports staff and other Department staff in the production of data publications and management reports, including planning data retrieval and providing necessary data analysis explanations.
  • Consults with and assists Department of Education staff in responding to ad hoc or non-recurring data requests. Represents the Department and Division at meetings and conferences dealing with management information and educational programs.
