About The Position

The Project Controls Engineer will support NNSA in its mission to oversee capital line-item construction projects at a DOE/NNSA National Laboratory. Support will include Project Controls and Earned Value Management (EVM) System support, including expertise in Primavera P6, oversight of Management and Operation (M&O) contractor schedule and cost performance, and support for monthly presentations to Federal Project Directors (FPDs) and senior NNSA leadership. This position is fully remote, with travel required to site approximately 4 times per year.

Requirements

  • A minimum of 4 years of experience providing project controls support on large construction projects ($100M+).
  • A minimum of 4 years of experience using Primavera P6.
  • A minimum of 4 years of experience as an end user of Deltek Cobra
  • An active DOE Q Clearance is a plus, ability to obtain a DOE Q Clearance is required.
  • Must possess the ability to work independently with little oversight.
  • Must possess excellent time management skills with the ability to consistently meet aggressive deadlines.

Nice To Haves

  • Experience creating dashboards in PowerBI or similar platform is a plus.
  • A 4 year degree in a relevant field is highly desired.
  • Experience with DOE Order 413.3B is a plus.
  • Experience with DOE or NNSA construction projects is a plus.

Responsibilities

  • Perform schedule management, progress measurement/reporting, schedule forecasting, and corrective action support.
  • Review M&O contractor cost and schedule performance, develop findings, analysis, and recommendations to provide to FPDs. Determine critical aspects and activities of the project development that will require the attention/action of the Federal Team and M&O.
  • Create reports from Primavera P6 schedule files that provide essential status information relating to schedule, man-hour, cost, EVM metric, and fiscal data including statistical reports, which analyze, evaluate, forecast, and report schedule status against established baselines.
  • Assess the impact(s) of design/construction changes and cost/schedule impacts.
  • Provide guidance, direction, and specialized assistance for the resolution of difficult and complex project scheduling and control problems and ensure compliance with DOE 413.3b is maintained.
  • Accumulate and access historical data, such as schedule activity duration metrics and performance experience, for use in maintaining a realistic basis for future planning and forecasting.
  • Interface with responsible project M&O personnel to obtain periodic status updates of budget, progress, forecasts, schedule, and issues.
  • Track and report project costs and provide financial support to the Federal Team for Program Status Review meetings with the NNSA headquarters organizations.
  • Analyze and oversee M&O project risk programs, including registers, mitigations, management reserve/contingency quantification and use.
