About The Position

This position will provide engineering support for major projects. Including leading the traffic noise program.

Requirements

  • Knowledge of: National Environmental Policy Act (NEPA), transportation planning, highway design standards and plans preparation process, transportation project management and scheduling
  • Skills in: transportation engineering and project development concepts, principles, and terminology, analyzing and interpreting transportation engineering and environmental data
  • Ability to: ability to analyze multiple transportation engineering and environmental alternatives leading to timely decisions, manage multiple assignments simultaneously, coordinate effectively with other offices, agencies, elected officials and the public, to establish and maintain effective working relationships, communicate engineering concepts effectively both verbally and in writing
  • Six (6) years of experience in the field of transportation planning, public administration, engineering, environmental sciences, logistics, or related field to which the position is assigned. A bachelor’s degree from an accredited college or university in the above-mentioned fields may substitute for four (4) years of experience. A master's degree from an accredited college or university in engineering or transportation can substitute for six (6) years of the required experience.

Responsibilities

  • Serves as the District Efficient Transportation Decision Making (ETDM) Coordinator in the full implementation of Florida's EDTM process. Coordinates with Metropolitan Planning Organizations (MPOs), other Florida Department of Transportation offices, project management teams and individual project managers to ensure appropriate development of ETDM screens, class of action discussion and coordination, environmental review, early agency consultation and coordination, interagency technical assistance in satisfying and complying with National Environmental Policy Act (NEPA), Project Development and Environment (PD&E) program, and environmental permitting requirements. Develops project descriptions, purpose and need statements and assists in summarizing engineering design and environmental information for project reports. Conducts field reviews as necessary. Participate in meetings, workshops and public hearings with the general public, civic associations, elected public officials and other governmental agencies to collect input and present information.
  • Reviews and oversees the preparation of traffic noise reports for transportation projects as part of PD&E studies. Conducts field studies and prepares responses to public inquiries concerning traffic noise. Compiles, reviews and analyzes engineering and environmental data and reports for the evaluation of project related traffic noise and air quality.
  • Assists the District Project Development Engineer and PD&E project managers to ensure project development and preliminary engineering studies are prepared in compliance with Department and federal requirements. Serves as a liaison responsible for acquiring and producing the necessary engineering information needed to develop environmentally acceptable and economically feasible project design alternatives. Assists in the development of appropriate typical sections, horizontal and vertical geometry, preliminary drainage design, and establishing right-of-way requirements.
  • Prepares advance notifications, programmatic and Type 1 Categorical Exclusions in accordance with the Florida Department of Transportation (FDOT) PD&E manual. Assists in preparation of reports necessary for compliance with Federal, State and Local requirements relating to the proper development of state highway projects.
  • Oversees and manages contracts, including scope development, consultant selection including serving on Technical Review Committees, contract negotiations, progress reporting, invoice approval, consultant evaluations, and product review and delivery. Assures all contractual processing meets Department criteria. Reviews, develops, and coordinates Task Work Order (TWO) scopes of service. Reviews and approves consultant staff-hour estimates. Prepares, coordinates, and negotiates Supplemental Agreements (SAs) as required. May serve as project manager for professional services contracts.
  • Performs engineering assignments using the available computer programs and equipment to include Traffic Noise Model, Environmental Screening Tool, ArcGIS, Microstation, Long Range Estimates and Highway Capacity Analysis.
