About The Position

Parsons is looking for an amazingly talented Construction Project Engineer to join our team! In this role you will get to work on Sacramento International Airport’s “SMForward” $1.3B capital improvement program. What You'll Be Doing: Effectively lead, manage and facilitate capital construction projects from approval to completion. Assist/support project sponsors with project set up including developing project scope, initial budget estimates, preliminary project schedules and providing input for obtaining project planning funds. Select, assemble and lead and/or manage project teams of in-house staff and/or consultants. Coordinate project activities with multiple stakeholders including, among others, operations, Port staff, and tenants. Minimize disruptions to operations and the public. Ensure that provisions to ensure the safety of the public, Port staff, and contractors are included in project plans. Plan, research, budget and schedule assigned projects. Manage, track and report project controls including project scope, schedule, budget and authorization. Prepare Service Agreements (SA) and amendments. Monitor and evaluate projects through regular interaction with project team (contractors, consultants, in-house project staff, stakeholders, etc.) to ensure adherence to project specifications and standards. Supervise project closeout and budget reconciliation and evaluation. Participate in project planning meetings to discuss/determine project objectives, plan scope, schedule and budget. Participate in the development of presentations and documents including Commission memos, SAs, Purchase Orders and RFQs. Develop, negotiate and manage routine to moderately complex consultant contracts, budgets, and schedules for design and construction. Monitor and coordinate activities of contractors, consultants, and stakeholders during project

Requirements

  • 3-5 years general project management experience or construction/engineering experience.
  • Bachelor’s degree in construction management architecture, engineering, business, planning, environmental science or any related field.
  • Additional experience may be substituted for education; 2 years’ experience equal 1 year of education

Nice To Haves

  • Working knowledge of project management principles, practices and procedures including cost estimating and managing project budgets and schedules.
  • Experience working for and/or with Contractors
  • Fundamental knowledge of engineering and architectural design principles, practices and procedures.
  • Working knowledge of construction principles, practices and procedures.
  • Knowledge of federal, state and local regulatory agencies and related regulations, guidelines and procedures as they relate to Port capital construction projects.
  • Demonstrated effective leadership skills and the ability to effectively influence people without direct authority.
  • Well-developed communication skills, both written and verbal.
  • Well-developed research and analysis skills.
  • Proficient computer skills including the use of various computer applications such as Microsoft Office Suite (Word, Excel, Outlook, Access, PowerPoint), Microsoft Project, and other database and project management software.
  • Proficient in Bluebeam.
  • Skill in utilizing critical and creative thinking, and problem solving.
  • Skill in working as an effective team member.
  • Ability to manage multiple tasks simultaneously.
  • Ability to understand project plans and specifications.
  • Ability to prioritize competing tasks and pay attention to detail.
  • Ability to lead project teams consisting of both in-house and consultant staff in engineering, design and construction.
  • Ability to maintain effective relationships with internal Port customers and stake holders.
