About The Position

APTIM is seeking a highly experienced and talented Project Manager to manage the industrial waste/oily waste portion of the Navy and Marine Corps Environmental Services Program with requirements throughout Navy Region Southwest. This role is a highly collaborative position both because of APTIM's culture and because of the need for essential daily interaction and communication with the Navy Customer. The successful Project Manager will contribute to facilitating the Navy's operations with APTIM providing round the clock onshore support to the fleet. This on-site role includes the oversight of labor, management, supervision, tools, material, and equipment to perform services enabling continuous operation, maintenance, and repair of the Industrial Waste/Oily Waste (IW/OW) Treatment Plants and Collection Systems in San Diego County, California, located variously at Naval Base San Diego, Naval Base Coronado, and Naval Base Point Loma. The primary work location for this role is the field office and treatment plant at Naval Air Station North Island. The candidate will have extensive experience managing onsite hazardous material and hazardous waste (HM/HW); spill response and cleanup, and IW/OW treatment. The candidate will be highly skilled and experienced with communicating and collaborating with a diverse group of key stakeholders including senior level Federal, State and Local government representatives, regulatory agency staff, community members and program staff.

Requirements

  • B.S. in Science or Engineering
  • Minimum of ten (10) years of relevant overall experience.
  • Minimum of five (5) years of experience with wastewater treatment operations and project management.
  • Minimum of three (3) years of experience with RCRA hazardous waste and CUPA-permitted (or equivalent) facilities.
  • Minimum of two (2) years of personnel supervisory experience.
  • Shall complete the appropriate OSHA HAZWOPER and DOT training and annual refresher updates.
  • Must be a US Citizen and capable of obtaining Military Installation access.
  • Team player with the demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment.
  • Has in-depth functional expertise, program management experience, and broad business knowledge in the hazardous waste management industry specifically for Government programs.
  • Demonstrated strength/experience with public stakeholder engagement and consensus building.
  • Demonstrated strength in written and verbal communication skills suitable to a consulting environment.
  • Demonstrated ability to fluently communicate in spoken and written English.
  • Uses best practices and knowledge of internal/external business issues to improve products or services in own discipline.
  • Explains difficult issues and works to establish consensus.
  • Promotes teamwork; coaches and guides others.
  • Strong analytical, problem-solving, and decision-making capabilities. Strong written and verbal communication skills, critical thinking skills, integrity and ethics.

Responsibilities

  • Responsible for completing technical reviews for all phases of the project lifecycle.
  • Overseeing IW/OW project personnel.
  • Planning and implementing specific project work, performing and/or overseeing field operations, preparing and reviewing technical submittals and providing consultations as required.
  • This role is designated as key personnel under the Navy contract and requires government approval.
  • Facilitating and/or coordinating resolutions to questions relating to waste management issues. Participating in program meetings and planning sessions.
  • Managing project scope, budget and schedule in accordance with the contract and the project's safety, quality, technical and financial goals
  • Preparing Risk Management Plan; actively manage Risk; and maintain Risk Register.
  • The PM or alternate shall be available to respond to the Government's phone calls or email within 30 minutes during regular work hours and respond within one (1) hour during after-hour periods.
  • Representing the project and the company to clients, stakeholders, governmental officials and community.
  • Analyzing contractual and financial performance and directs activities to improve performance.
  • Developing relationships with key internal/external customers to identify emerging needs.
  • Serving as mentor to staff to seek continuous improvement through implementation of lessons learned and constructive annual performance evaluations
  • The PM participates in an on-call leadership rotation supporting round-the-clock spill response operations.
