About The Position

Performs complex project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; communicating with project stakeholders, management, and other relevant parties; and planning, assigning, and supervision the work of others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Computer Science, Management Information Systems, or a related field preferred. Each year of experience as described below in excess of the required years of data processing, information technology, or management information systems experience may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Four years full-time, wage-earning information technology project or process management experience

  • four years full-time, wage earning general project or process management experience
  • five years full-time, wage-earning data processing, information technology, or management information systems experience.
  • Knowledge of project management theories and practices.
  • Knowledge of state and federal laws, rules, regulations, and statutes relevant to the administration of projects.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill in administrative problem-solving techniques.
  • Skill to review technical data and prepare technical reports.
  • Skill in the use of computers and related equipment in a stand-alone or local area network environment.
  • Skill to manage project activities.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill to evaluate new technical developments.
  • Skill to project resource requirements and to coordinate planning and budgeting.
  • Skill to monitor program budgets, contracts, and service agreements.

  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.
  • Conditions include working inside, working around machines with moving parts and moving objects, radiant and electrical energy, working closely with others, working alone, working protracted or irregular hours, and traveling by car, van, bus, and airplane.

Responsibilities

  • Manages, develops, oversees, and evaluates information technology projects using accepted project management methodologies; prepares required management and productivity reports and studies; and compiles and distributes project information, project status reports, and project budget expenditures.
  • Initiates projects, obtains authorization and commitment, and defends business need and project feasibility; and communicates and explains project methodology and processes to management and program staff.
  • Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections; and monitors and manages project cost to ensure project completion within budget.
  • Coordinates project activities with project staff, agency management, and other agencies, organizations, and contractors; develops criteria for evaluating programs, proposals, and project information; identifies potential project risks and difficulties and recommends strategies to circumvent; and monitors and manages project quality to ensure project outcomes are acceptable and to fulfill project specifications.
  • Plans, assigns, and supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
