Performs highly advanced project management work initiating and conducting multi-agency or enterprise-level projects within Information Technology. Assigned projects may involve information technology and/or business improvement. Responsibilities include assuring projects are delivered on time; within budget; utilizing accepted project management methodologies; and establishing and evaluating project deliverables. Manages and coordinates the planning and initiation of projects at various level of completion, monitoring the progress and schedule of projects, and communicating with project stakeholders, management, oversight agencies and other relevant parties. Performs a strong leadership role in the development of policies and procedures, reports, studies, legislation, guidelines. Establishes criteria, proposals, cost estimates, projections, goals and objectives and directs program evaluation activities. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required.

Requirements

  • Knowledge of effective management principles.
  • Knowledge in project management theories and practices applicable to mid-to-large-sized scope projects.
  • Knowledge of project management theories of systems and procedures used to evaluate a third-party vendor's performance.
  • Knowledge of related state and federal laws, regulations, policies, rules and requirements.
  • Knowledge of process improvement or quality assurance systems.
  • Knowledge of Texas legislative process and public accountability systems.
  • Knowledge of strategic planning, budget management and human resource management.
  • Knowledge of the principles of leadership and how to effectively interact with various leadership styles.
  • Knowledge of cost monitoring during the transition phase of the contract and financial contract cost analysis.
  • Skill in communication and public speaking.
  • Skill in managing multiple and competing priorities.
  • Skill in identifying problems, evaluating alternatives, and implementing solutions.
  • Skill in working collaboratively and cooperatively with diverse groups.
  • Ability to exercise sound judgment in making critical decisions.

  • Graduation from an accredited four-year college or university with major coursework in business administration is preferred.  Experience and education may be substituted for one another on a year for year basis.
  • 4 or more years’ experience in DevOps environment and in handling operational tasks.
  • 4 or more years’ experience with technology applications and systems preferred.
  • 5 years of technology project management or implementations preferred.

Nice To Haves

  • Any prior government experience is preferred.

Responsibilities

  • Provides leadership and expertise in project management.
  • Monitors and manages projects to completion.
  • Manages and develops staff in project management.
  • Advises, consults and negotiates with agency customers on project activities.
  • Coordinates with other HHS agencies, and DIR to assure policies, standards, procedures, and activities and required reports conform to and are consistent with state requirements.
  • Other duties as assigned.
