About The Position

We’re seeking a corporate Proposal Technical Writer/Coordinator to lead the development of clear, compliant, and compelling proposal content to achieve winning proposals for new Public Sector opportunities in the federal contractor space. You’ll own narrative development across multiple volumes (e.g., Technical, Management, Past Performance), translate capture strategy into persuasive copy, and ensure strict compliance with RFP/RFQ requirements, including PWS/SOW, evaluation criteria (Section L and M), and applicable regulations. You will collaborate closely with Newberry’s VP of Public Sector, capture, pricing, program SMEs, and BD to shape win themes, maintain accuracy, and meet aggressive deadlines typical of Public Sector submissions. This is a full‑time position based at our corporate office in St. Charles, Missouri. Candidates must reside within commuting distance of the greater St. Charles area. The role requires on‑site presence, with some hybrid flexibility.

Requirements

  • Bachelor’s degree or above in a related discipline.
  • 3–5 years of proposal writing experience in federal government contracting with a track record of compliant, high-quality submissions.
  • Demonstrated ability to interpret RFP/RFQ/PWS/SOW requirements and convert them into structured, evaluable content.
  • Experience supporting the proposal review lifecycle (Pink team, Red Team, Gold Team) reviews and incorporating adjudicated feedback.
  • Strong collaboration with pricing and delivery teams; familiarity with labor category mapping and basis of estimate concepts used in pricing workups.
  • Excellent writing, editing, and organization skills under tight deadlines; mastery of Microsoft 365 (Word, Excel, SharePoint/Teams).

Nice To Haves

  • APMP Foundation (or higher) and familiarity with Shipley proposal process.
  • Experience writing to cybersecurity/RMF services or IT modernization for civilian federal agencies.
  • Familiarity with CMMC clause implications and subcontractor flow downs in federal proposals.

Responsibilities

  • Write, edit, and format proposal sections across Technical, Management, Staffing, Past Performance, and other RFP‑required volumes.
  • Translate SME input, capture strategy, and solution artifacts into clear, compelling, and compliant narrative.
  • Ensure all written content aligns with solicitation requirements, government standards, agency expectations, and evaluation criteria.
  • Conduct interviews with SMEs to gather technical and functional content.
  • Develop supporting artifacts such as resumes, past‑performance writeups, management plans, staffing rationales, and narrative appendices.
  • Develop and manage proposal schedules, outlines, compliance matrices, and production plans.
  • Coordinate tasking and data calls, ensuring SMEs and contributors deliver accurate content on time.
  • Manage version control, document tracking, SharePoint/Teams workspace organization, and file structure integrity.
  • Prepare review packages and facilitate a structured review and proposal development lifecycle (Pink/Red/Gold Teams).
  • Consolidate reviewer feedback and work with writers/SMEs to adjudicate comments.
  • Support final production activities, including formatting, desktop publishing coordination, and ensuring all deliverables meet submission requirements.
  • Verify that all proposal content meets RFP compliance requirements (Sections L, M, PWS/SOW, etc.).
  • Ensure adherence to formatting, page limits, file naming conventions, and submission instructions.
  • Conduct final quality checks for clarity, accuracy, consistency, grammar, and evaluability.
  • Collaborate with design/layout resources to ensure graphical elements and tables meet agency specifications.
  • Work closely with Capture, Business Development, Pricing, Program Managers, SMEs, and Leadership throughout the proposal process.
  • Support cross‑functional alignment during solutioning, risk identification, strategy refinement, and narrative development.
  • Communicate progress, risks, and needs proactively to proposal leadership.
